The Appalachian Regional Commission (ARC) is a regional economic development agency that represents a partnership of federal, state and local government. Established in 1965, it is composed of the governors of the 13 Appalachian states and a federal co-chairman who is appointed by the President. Local participation in the Commission program is strengthened through multicounty local development districts with boards consisting of elected officials, businessmen and other local leaders.

The Commission and ADECA work together to raise the standard of living, improve life and promote economic development in the Appalachia region. Alabama has 35 counties eligible for funds under the area development allocation. Eight counties have been further designated as "distressed counties".

This program funds activities to expand economic development through the construction of infrastructure and access roads. It also is used to provide safe drinking water and sewer facilities in distressed counties.
