The State Planning and Federal Programs Division began in 1983 when the Alabama Dept. of Economic and Community Affairs was created by the Ala. Legislature in a special session. Its primary responsibility was the administration of community development grant programs and economic development planning. In the 1987/1988 fiscal year its name was changed to the Planning and Economic Development Division and was given additional responsibilities in the areas of waterway development, water resource planning, and the Prepared Cities/Counties Program.
