Biographical notes:

Diplomat. Secretary of Legation in Paris, 1849 to 1854; Minister Resident to Belgium 1861 to 1867. Authored books on international systems of penal codes. Known as "General" because of his enrollment as a major-general in the Minnesota militia during the Civil War, in recognization of his gift of a pair of field pieces to the 1st Minnesota Volunteers. Founder of Shelton, Florida.
