Letter from John Horlbeck, a former member of the Board of Commissioners of Fortifications at Charleston, South Carolina, to Peter Hagner, Auditor, U.S. Treasury Department, is in reply to a request by the Treasury Dept. for an additional voucher. Horlbeck informs Hagner that all vouchers for the defense of Charleston were delivered to Maj. Gen. Thomas Pinckney after the dissolution of the Board of Commissioners of Fortifications who in turn sent them to the War Department where they were acknowledged by Tobias Lear. Includes an explanation of the organization of the board and the disposal of supplies after dissolution. Also contains a statement of voluntary contributions of supplies and labor.

The collection includes correspondence, chiefly from 1815, related to Hagner's personal life in Washington, D.C., and to his official positions. Official items include correspondence about government accounts, contracts, claims, and appointments. Other papers relate somewhat to personal business and social life but are chiefly family correspondence, including letters concerning the education of a daughter at the school of James Mercer Garnett (1770-1843) of Essex County, Va.; letters from members of the related Nicholson and Randall families of Annapolis, Md.; and letters from Hagner's children. Papers after 1850 are correspondence of the children, including a U.S. Army officer and residents of Washington, Annapolis, and Calvert County, Md., among other places. Also included, arranged separately, are the papers of Hagner's granddaughter, Isabella Louisa Hagner (Mrs. W. Norman) James, ca. 500 items, 1901-1940, consisting chiefly of personal letters from the family of president Theodore Roosevelt. Prior to her marriage, Isabella was social secretary to Edith Kermit Carow Roosevelt while she was in the White House.

An unsigned draft, circa 1814, authorizes Peter Hagner to fill the office of Accountant to the War Dept. following John Armstrong's dismissal of William Simmons. A draft letter to an unidentified recipient, 1816 April, concerns the disappearance of a youth named Ambrose Rose. Madison informs the recipient that the boy may have tried to go to sea and asks him to check all the vessels at his port and detain the youth until his father can be notified. The draft is written on the verso of note from John W. Taylor declining a dinner invitation. A letter to John Payne Todd enquires as to the causes of his long absence and silence and reminds him of the grief his behavior is causing Dolley Madison.
