Saying that at the petition of Gilhain de Soete, Jehan de Vos, and Hellin de Steelant, formerly in charge of the "Dicaige" of the Meuse, she has this day issued an order that they are to be held discharged of all indemnities, guarantees, etc. for present and future suits brought against them on account of the said charge, in virtue of customs, taxation, etc. She therefore commands the recipients of the letter to see to it that these men be held exempt by the Council of Malines.

Relative to the University of Salamanca. The Marechal Duc d'Istrie announced in a public speech at Salamanca, 30 April 1811, that he would solicit of His Catholic Majesty (Joseph Bonaparte) the re-establishment of the University of Salamanca, with an adequate endowment. A general Report would be made on the University, its history, present situation, etc., and this task would be entrusted to General Thiebault. The General thereupon wrote the present Report, dealing with the subject under the following headings: The Creation and History of the University. Its successive Constitutions and Statutes. Its Principal Works and the Part it has played in history. Celebrated men it has produced. Its revenues and endowments and present situation. The motives justifying its preservation. The method of endowing it, and the actual assistance required. The plan for the future that seems most suitable and the means of perfecting it. Concluding, with general reflections on the objects of the plan. The University of Salamanca, founded about 1227, is one of the oldest in the world.
