Consists primarily of correspondence, memoranda, telegrams, minutes, reports, pamphlets, programs, newsletters, membership lists, reprints, speeches, press releases, broadsides, clippings, photographs, and copies of legislative hearings and bills documenting Vinton's active role in designing and implementing federal housing policies from 1935 to 1957. Most are administrative records produced during his tenure as Chief of Research in the Suburban Resettlement Division of the Resettlement Administration (1935-1937), Chief Economist and Planning Officer of the U.S. Housing Authority (1937-1949), and First Assistant Commissioner of the Public Housing Administration (1949-1957). Also included are records of the Central Housing Committee (1935-1942), on which Vinton represented the Resettlement Administration and later the U.S. Housing Authority, and of the Advisory Committee of the Bureau of the Census for the 1940 Federal Census of Housing. Papers concern many aspects of governmental activity in the public housing area, including low-income housing, defense housing, housing for the elderly, racial policy in public housing, and particularly the development and passage of housing legislation and congressional investigations of federal housing practices. Octavia Hill Association. Records, 1880-1970.

The manuscript records include Helen Parrish's diaries dealing with her original experimental work renting out properties to black tenants in Philadelphia in 1888; the Association's annual reports form 1896 to 1970; and a list of Association properties from 1897 to 1924. A group of letters to Helen Parrish (1898-1941) deal with the management of the Association, child care and housing problems. A separate group of letters (1899-1927) are from women Parrish met in England, including Octavia Hill, her sister Miranda, and others involved in philanthropy. The letters concern housing, the labor movement and the First World War. Helen Parrish's notes and speeches cover the years 1899-1927. These papers include correspondence with Lawrence Veiller of the National Housing Association on conferences, publications and housing issues. Subject files include material on the Housing Conference (1913-1916) and a series of legislative files (1905, 1907, 1911 and 1913) which deal with Pennsylvania state housing ordinances, codes, water supply regulations and tenement laws. There are also materials on the Octavia Hill exhibition in London (1931), the work of Octavia Hill, an unpublished 1916 report on the Association and various publications of the Association (1902-1928), including brochures, prospectuses and special reports. The collection includes about fifty pamphlets dating from 1872 to 1939. Among them are works on housing management and social work in Britain and America around the turn of the century, and Octavia Hill's published "Letters," and descriptions of housing and social conditions in Philadelphia and Washington. The Association's materials also include a photograph collection dealing with housing, social conditions and building renovations. There is an album of seventy photographs taken by Helen Jenks, of people and housing conditions in Southwark between 1898 and 1906. Other albums show projects completed by 1912 and document projects in Kensington (1924) and Manayunk (1926-1929). About one hundred loose prints deal with the Southwark area (1900-1920). Another one hundred large glass negatives and fifty lantern slides document the work of the Association up to 1917. A complete set of Board minutes since 1896 is located at the Association's headquarters in Philadelphia.

Materials in this collection comprise notes, transcripts, photocopies, correspondence and other papers as well as audiotapes and videotapes assembled by Madeline L. Cohen during the course of her years of research on the work of Edmund N. Bacon. The earliest item in the collection is a paper written by Cohen as a history of art student in the University of Pennsylvania in 1973, for a course taught by Bacon in the Graduate School of Fine Arts. Most of the material dates from the late 1980s and early 1990s when Cohen was preparing her Ph. D. dissertation on Bacon's work. In a period when Bacon's work was controversial, Cohen gained his trust and was given many long interviews as well as liberal access to his papers, some of which are found transcribed in the collection. The collection contains a comprehensive set of Cohen's interviews with Bacon and others, dated 1988-1993. It does not contain original personal papers of Bacon or original documents related to his professional work. The collection contains Cohen's dissertation and other writings, published and unpublished, and materials related to her teaching and other research, but no personal materials.

Housing Association of Delaware Valley. Records, 1909-1985.

The manuscipt collection of the Housing Association of Delaware Valley documents many aspects of the history of the Philadelphia metropolitan area from 1909 through 1985. The Association consistantly maintained that housing problems and policies were intimately related to the city's social conditions and physical evolution. Hence, aside from providing a comprehensive account of housing, its manuscript records from the sanitary problems of the 1910s to the neighborhood struggles against expressways in the 1980s. The Archives has 241 cubic feet of records. Of this total, there are about 5 cubic feet for the years 1909-1916, 5 cubic feet for 1917-1920, 5 cubic feet for the 1920s, 8 cubic feet for the 1930s and 8 cubic feet for the 1940s. The paper explosion of the post-World War II era generated 210 cubic feet for the years 1951-1985. There are Board of Directors minutes from the organizing meeting in 1909 to 1968, and 1970 to 1973. The annual reports of the Association from 1912 to 1943 (called "Housing in Philadelphia," 1917-1943) were substantial reports documenting not only its work, but also Philadelphia's housing in general. From 1943 to 1967 there was a regular publication called "Issues," which appeared severaltime a year and served the same function as "Housing in Philadelphia." Finally, there are annual reports for the years 1966-1972, a publication entitled "Memorandum," 1965-1971 and a new magazine called "Infill" for the years 1972-1975. In addition to the minutes and reports, the Association collected data on a yearly basis for a number of housing characteristics such as construction, demolitions, dwelling units, rents, public housing units, sheriff sales, assessments, vacancies and numbers of builders. The data is richest for the years 1920 to 1960. There are, for example, lists of builders for every year from 1923 to 1938, construction totals by ward, 1900-1938, and by census tract, 1946-1964, and the worksheets forthe low income housing survey done by the W.P.A. in 1939. These three groups of records--minutes, reports and data--form the basis for any study of the work of the Housing Association. In the twenties a number of supplementary sets of files begin which continue over the next five decades. These records include 1) reports to and correspondence with both the social services co-ordinating body, the Council of Social Agencies, which became the Health and Welfare Council in 1947, and the co-operative fund raising Welfare Federation, which became the Community Fund, then the Community Chest and finally the United Fund; 2) financial records and budgets; 3) files relating to the Annual Meeting and 4) staff records. For the years 1921-1950 there is 1 cubic foot of financial records, 1/2 cubic foot of staff records and 1/2 cubic foot relating to the Annual Meetings. A somewhat larger amount of records covers these areas for the years 1951-1975. Since 1921 the Association has been almost entirely funded by the Welfare Federation and its successors, whose policies in turn have been developed by the Council of Social Agencies and then the Health and Welfare Council. There is about 1 cubic foot of relevent material for the years 1921-1946. From 1946 to 1975 there are about 5 cubic feet of records dealing with the Health and Welfare Council and 3 cubic feet dealing with the Community Chest/United Fund. These materials include reviews, reports,budget and policy analyses, statements and files relating to the activities of the agencies which were of concern to the Association, such as minutes of the North Central area groups of the Health and Welfare Council. There are 12 cubic feet of "mimeo books" covering the years 1948-1968. These books include all of the memoranda, logs, minutes, news releases, reports, notices, reprints, and publications eminating from any office or committee of the Association. They are in chronological order for each year.
