J.M Garnett (1770-1843) was a legislator, agriculturist, and educator residing at "Elmwood," Essex County, Virginia, all of his life. He wrote articles on agricultural reform and promoted a state school system. His correspondents include John Taylor of Caroline Co., (1753-1824), also a legislator, agriculturist and political philosopher; R.M.T. Hunter of Essex Co., (1809-1887), his nephew, lawyer and statesman; John Randolph of Roanoke (1773-1883), statesman and orator; and James Hunter, father of R.M.T. Hunter, House of Delegates from Essex County, 1818-1823.
