Howard Jr. papers include a scrapbook of newspaper clippings, both contemporaneous and postwar, concerning the fall of the Philippines in 1942 and capture of Americans. Postwar accounts and wartime recollections of Jonathan M. Wainwright, Edward P. King and Lieutenant Thomas Gerrity of the Air Force are given. Howard's earlier service under General Hagood (1934-1936) is found in a volume of orders and speeches given by Hagood. A clipping on Hagood's service as commander of the 12th Field Artillery Brigade and commandant of Camp Stotsenburg in the 1920's, when he invested a Negrito as king of the tribe and when he resolved social questions occasioned by the transfer of the 9th U.S. Cavalry Regiment from the islands to the states in October 1922 is also included.

U.S. Army officer. Born in Orangeburg, S.C., he graduated from West Point in 1896 and saw service in Europe during World War I. He was promoted to Major General in 1925.
