In 1949, Texas and New Mexico agreed to the Pecos River Compact which allocated the water of the Pecos River between the two states. In 1973, Texas filed suit claiming that New Mexico had violated the terms of the agreement in that between 1952 and 1972, New Mexico had failed to deliver more than one million acre-feet of water. Bliss was a civil engineer who worked with the New Mexico state engineer's office from 1926 to 1957. From 1935 to 1942 he worked on interstate stream studies and compact negotiations, and worked particularly on Costilla, Pecos, and upper Colorado River negotiations from 1942 to 1946.
