Bliss, John H., 1903-

Bliss was a civil engineer who worked with the New Mexico state engineer's office from 1926 to 1957. From 1935 to 1942 he worked on interstate stream studies and compact negotiations, and worked particularly on Costilla, Pecos, and upper Colorado River negotiations from 1942 to 1946. Bliss served as state engineer from 1946 to 1955 and represented New Mexico on the Pecos and Upper Colorado River Commissions.
