Illinois. Civil Service Commission
Illinois' first civil service law (approved May 11, 1905; in effect Nov. 1905) established the Civil Service Commission. The commission initially had jurisdiction over non-supervisory employees at state institutions, assumming various responsibilities including position classification; eligibility lists; appointment approval; record keeping (e.g., transfers; promotions); complaint investigations; employee removal; personnel rule filing; salary authorization; and annual report submission to Governor. When the civil service system was broadened (1911), the commission's jurisdiction extended to more positions (e.g., positions under the Governor; University Classified Civil Service system; Merit System Council). Administrative duties were transferred to the new Dept. of Personnel (1955-1957), and the commission transformed into a regulatory agency with personnel and employee appeal oversight duties.
