Lawyer, Civil War officer, U.S. congressman and conservationist. After serving with Iowa's 3rd Infantry (Company H) and 33rd Infantry (Companies C and D) during the Civil War, Lacey practiced law in Oskaloosa. He went on to serve in the Iowa General Assembly (1870-1872) and the United States Congress (1889-1891, 1893-1907). During his tenure as a United States congressman Lacey chaired the House Public Lands Committee and was responsible for authoring and sponsoring some of the country's earliest conservation legislation. Two notable pieces of conservation legislation authored by Lacey were the Yellowstone National Park Protection Act of 1894 and the Lacey Act of 1900 (prohibiting the interstate transportation of illegally taken game).
