William Boyd Allison was a delegate to the 1860 Republican National Convention in Chicago which nominated Abraham Lincoln for President of the United States. He went on to become a member of the House of Representatives from Iowa, and eventually, a member of the Iowa Senate.

Allison served in Congress from Iowa's 3rd District, 1863-1871, then as U.S. Senator, 1873-1908. He was an authority on financial issues and chaired the Senate Appropriations Committee 1881-1893 and 1895-1908. He also chaired the Senate Indian Affairs Committee 1875-1881. At the Republican National Conventions in 1888 and again in 1896, Allison was a strong contender for the presidential nomination. Allison practiced law in Dubuque and was on Governor Samuel Kirkwood's staff during the Civil War. He helped to organize Iowa's Civil War volunteer regiments. Among his close associates were General Grenville Dodge and Iowa Congressman John Fletcher Lacey.
