Robert Lucas was born in Virginia and emigrated to Ohio with his parents in 1800. He served with the Ohio militia in the 1803/05 Indian Wars and the War of 1812. An ardent Jacksonian Democrat, Lucas served in the Ohio state senate, presided over the Democratic Party's first national convention, and was elected governor of Ohio in 1832. In 1838 President Van Buren appointed him to be the first territorial governor of Iowa, a position he held until 1841. In 1843 he moved back to Ohio but returned to Iowa the following year, settling in Iowa City. He represented Johnson County in the Territorial legislature in 1844.
