Biographical note: Rufus Miles was a senior administrator at the U.S. Bureau of the Budget, 1941-42, 1945-50; U.S. Federal Security Agency, 1950-53; and U.S. Department of Health, Education, and Welfare, 1953-65; a major proponent of the creation of a U.S. Department of Education; and subsequently a faculty member at Princeton University's Woodrow Wilson School of Public and International Affairs, 1965-70.
