Variant namesThe records were created and accumulated in 1941 by Eric H. Biddle on behalf of his mission, sponsored by the American Public Welfare Association, to study public welfare conditions and activities in Great Britain under the heavy aerial bombardment of that country. During the mission Mr. Biddle was appointed as Foreign Observer for the Bureau of the Budget, attached to the United States Embassy in London. In this capacity he brought the records of his mission to the Bureau, where they were officially used and incorporated with the records of the Bureau.
