Born in Lynchburg, Virginia in 1896. Educated at Washington and Lee University and Yale Law School. Practiced law in Marion, Virginia, from 1922 until his death. Served in the Virginia General Assembly from 1936 to 1946. Held office of Lieutenant Governor of Virginia from 1946 to 1952.
