The Inter-University Committee on Travel Grants (IUCTG) was established in the 1950s to administer academic exchanges between the US and the Soviet Union and East Europe. For a period in its early years, the IUCTG was headquartered at Indiana University and chaired by IU professor Robert Byrnes until 1968, when it was absorbed by the International Research and Exchanges Board (IREX) and moved to New York.

The Inter-University Committee on Travel Grants (IUCTG) was established in 1958 to facilitate research exchanges between the United States and the USSR as stipulated in the Eisenhower-Khrushchev General Exchanges Agreement signed in January 1958. Originally located at Columbia, the IUCTG headquarters moved to Indiana University in 1960 with Robert Byrnes, professor of history at IU, serving as chairman from 1960-1968. In 1968, the IUCTG was absorbed into the International Research and Exchanges Board (IREX) headquartered in New York. IREX took over the administration of US and USSR and East European Exchanges and renewed and negotiated exchange agreements with Czechoslovakia, Hungary, Poland and Bulgaria. IREX has continued to expand and currently offers programs in over 100 countries.
