James Henry Rowe, Jr. (1909-1984), lawyer and administrative assistant to Franklin D. Roosevelt, helped form and carry out the New Deal.

Rowe served in several Roosevelt agencies and was appointed administrative assistant to President Roosevelt in 1939. After serving in the Navy during World War II, he continued to hold political appointments at the national level.
