Charles Edward Magoon was United States minister to Panama and governor of the Panama Canal Zone, 1905-1906, and provisional governor of the Republic of Cuba, 1906-1909.

Charles Edward Magoon was born in Steele County, Minn., the son of Henry C. Magoon and Mehitable W. Clement Magoon. Magoon was educated at the University of Nebraska. He was admitted to the bar in 1882 and practiced law in Lincoln, Neb., from 1882 until 1889. He was made judge advocate of the Nebraska National Guard and was then appointed to the Division of Insular Affairs (renamed the Bureau of Insular Affairs in 1902) of the War Department, serving from 1899 to 1904. He was counsel general of the Isthmian Canal Commission, 1904-1905; United States minister to Panama and governor of the Panama Canal Zone, 1905-1906; and provisional governor of the Republic of Cuba, 1906-1909.
