Biographical notes:

In addition to his academic position (professor of labor economics, University of Wisconsin), Witte served as the secretary and executive director of the U.S. Committee on Economic Security and is considered the "author" of the Federal Social Security Act of 1935.

Witte also served in the following positions: senior statistician of the Wisconsin Industrial Commission (1912); special investigator of the U.S. Commission on Industrial Relations (1914); librarian of the Wisconsin Legislative Reference Library (1917-1922); secretary of the Wisconsin Committee on a Retirement System for State Employees (1929-1931); member of the Wisconsin Interim Commission on Taxation (1933-1934); President's Commission on Administrative Management (1936-1937); United States Social Security Advisory Council (1937-1938); Federal Advisory Council for Unemployment Security (1941); National War Labor Board (1943); President's Commission on Labor Relations in Atomic Energy (1948-1953); and visiting professor at the New York State School of Industrial and Labor Relations at Cornell University (1953-1954).
