Lloyd Millard Bentsen, Jr., Secretary of the Treasury of the United States, U.S. Senator and Representative, businessman, Texas county judge, and decorated World War Two veteran, was born in Mission, Texas, on February 11, 1921. Growing up on a Rio Grande Valley farm, he learned to speak both English and Spanish. During his youth, the family's means were modest, but his father, Lloyd, Sr., and his uncle, Elmer, eventually developed vast ranching, farming, real estate, and banking enterprises in South Texas.
Lloyd M. Bentsen, Jr., completed his University of Texas at Austin (UT) law degree in June 1942, months after U.S. entry into World War Two. Twenty-one years old, he volunteered for the Army and received officer and combat intelligence training. In 1943, he attended flight school and married Beryl Ann (B.A.) Longino of Lufkin, whom he had met at UT. Bentsen commanded a B-24 bomber squadron based in Italy, and was responsible for six hundred men. He earned the Distinguished Flying Cross, the Air Medal with three oak clusters, and was promoted to Colonel in the Army Reserve.
After the war, Bentsen returned to the Rio Grande Valley and opened a law practice in McAllen. Soon he entered elective politics, winning the race for County Judge of Hidalgo County in 1946. Two years later, adapting the campaign literature of another young veteran, Representative John F. Kennedy, he won a seat in the U.S. House of Representatives as a Democrat. At twenty-seven years old, Bentsen was the youngest member of Congress in 1949. The Speaker of the House, Democrat Sam Rayburn of Texas, recognized Bentsen's potential for leadership and introduced him to many of the most powerful figures in Washington. Bentsen proved to be independent, occasionally opposing Rayburn and Democratic President Harry Truman.
After serving in the House for three terms, Bentsen decided not to run for reelection in 1954. Though Rayburn had told him that he might become Speaker himself in time, Bentsen wished to enter business and to provide for his family. He and B.A. had three children, Lloyd M., III; Lan; and Tina. With financial support from his father and uncle, Bentsen began the Consolidated American Life Insurance Company in Houston. Later, he bought out Lincoln Liberty Life Insurance of Nebraska and developed Lincoln Consolidated, a major holding company involved in such financial services as banks, savings and loans, and mutual funds. Bentsen continued as a significant advisor to and fundraiser for moderate Texas Democrats during his years in business.
In 1970, encouraged by former Governor John B. Connally, Bentsen returned to politics as a candidate. Despite polls showing that very few Texas voters recognized his name, he challenged Senator Ralph Yarborough in the Democratic primary. Yarborough, anticipating an autumn race against Republican George H. W. Bush, was unprepared for Bentsen's challenge. Bentsen won the hard-fought primary against the senator, united the party behind his campaign, and narrowly defeated Bush in November.
Bentsen, almost forty-nine years old, returned to Washington with fifteen years of experience in business and finance. As a senator, he valued bipartisanship, recognizing the necessity of compromise and strategy. He maintained one of Congress's largest and best-run offices, in order to be well informed and to provide services to his constituents. Known since his House days for his disciplined campaign organizations, Bentsen scrupulously separated his personal and election finances. Though he entered the Senate with a reputation as a fiscal conservative, his personal fairness and knowledge of finance and economic policy earned him the respect of both labor and management groups.
Bentsen's intellect and tactical brilliance also impressed Senate colleagues. As a freshman senator on the Commerce, Science and Transportation Committee, he successfully maneuvered the Employee Retirement Income Security Act (ERISA) a long-stalled pension reform bill, to passage. He served on the Armed Services Committee early in his career, then, in 1973, joined the Finance Committee. In 1975, before he had completed his first Senate term, he announced his candidacy for the presidency. Bentsen's campaign gained little momentum and Governor Jimmy Carter of Georgia won the Democratic nomination and the presidency, though Bentsen won reelection to the Senate over Republican nominee Alan Steelman. Bentsen supported President Carter's arms control efforts and provided a crucial vote for the Panama Canal Treaty. In 1979-1980, Bentsen chaired the Joint Economic Committee, which issued unusual unanimous reports in those years.
Bentsen's stature in the Democratic Party continued to grow during the presidency of Ronald Reagan (1981-1989). In 1982, when he ran for reelection against Representative James Collins, his organization assisted other Texas Democrats' campaigns, resulting in success for the party at all levels. Bentsen led the Democratic Senatorial Campaign Committee for the national party in 1982-1984, and was a prospective vice-presidential nominee in 1984. In 1987, he became Chairman of the Finance Committee. Continuing to advocate policies of fiscal responsibility, tax reform, and workers' rights, Bentsen had become increasingly interested in trade policy and expanding the United States' foreign markets.
In 1988, Governor Michael S. Dukakis of Massachusetts, Democratic nominee for the Presidency, selected Bentsen to be his vice-presidential running mate. The two faced the Republican ticket of Vice-President George H. W. Bush and Senator Dan Quayle. Though the Bush-Quayle ticket won the election, Bentsen earned widespread admiration for his campaigning and debating skills, and was reelected to the Senate by Texans that year over Republican nominee Beau Boulter. Nationally known and chairman of an important committee, he was widely recognized as one of the most powerful members of the Senate.
Disappointing many in his party, Bentsen decided not to run for president in 1992. Governor Bill Clinton of Arkansas won the nomination and the office. President-elect Clinton, whom Bentsen knew from their work together on the centrist Democratic Leadership Council, invited the senator to serve as his Secretary of the Treasury. Bentsen resigned from the Senate and took the position in January 1993, when he was nearly seventy-two years old. As Treasury Secretary, Bentsen accomplished many goals he had been working toward in the Senate, including increasing American trade markets through the passage of the North American Free Trade Agreement (NAFTA) and General Agreement on Tariffs and Trade (GATT) measures. He helped President Clinton to secure major legislation lowering the federal deficit while increasing spending on education and training. Secretary Bentsen also served Clinton as an advisor and legislative strategist on non-fiscal issues.
Bentsen served as Treasury Secretary through what would have been the end of his fourth Senate term, stepping down in December 1994 and returning to Houston. Though he and B.A. had several grandchildren and enjoyed a variety of hobbies, notably tennis, he continued to work as a partner in the Verner, Liipfert, Bernhard, McPherson and Hand law firm, as an advisor to the Beacon Group, an investment bank, and as a member of several corporate boards. Bentsen kept up a full schedule until 1998, when he retired after a decline in his health.
In 1999, President Clinton awarded Bentsen the United States' highest civilian honor, the Presidential Medal of Freedom. “A man of courage, wisdom, and civility, Lloyd Bentsen has set the highest standard for public service,” stated the citation.

Title:
Lloyd M. Bentsen, Jr., Papers 1921-1998
Correspondence, printed material, creative works, legal documents, financial documents, minutes, photographic materials, sound recordings, and works of art make up the papers of Senator Lloyd M. Bentsen, Jr. (1930-1994, bulk 1971-1993). Bentsen and his staff created the bulk of the material during his term as United States Senator from Texas (1971-1993), though the papers also contain records from Bentsen's term as United States Secretary of the Treasury (1993-1994). A limited amount of the material documents Bentsen's career in business and his private life. Few records exist from his term in the United States House of Representatives (1948-1955).

At the same time the paper also attempted to speak to the broad left-wing community in the United States that included labor, civil rights, and peace activists, with stories covering a wide range of events, organizations and individuals in the United States and around the world. As a daily newspaper, it covered the major stories of the twentieth century. However, the paper always placed an emphasis on radical social movements, social and economic conditions particularly in working class and minority communities, poverty, labor struggles, racial discrimination, right wing extremism with an emphasis on fascist and Nazi movements, and of course the Soviet Union and the world-wide Communist movement. The paper has had a succession of names and has been published in varying frequences between daily to weekly over the course of its existence. In 2010 it ceased print publication and became an electronic, online-only, weekly publication titled the People's World. The bulk of the collection consists of printed photographic images produced through a variety of processes, collected by the photography editors of the Daily Worker and its successor newspapers as a means of maintaining an organized collection of images for use in publication. Images of many important people, groups and events associated with the CPUSA and the American Left are present in the collection, as well as images of a wide variety of people, subjects and events not explicitly linked with the CPUSA or Left politics.

Telles, Richard, 1922-2003. Oral history interview with Richard Telles, 1996 [videorecording].
Title:
Oral history interview with Richard Telles, 1996 [videorecording].
The interview begins with Richard Telles noting his family's long history in the Rio Grande Valley and how his father, Don Ramon, began the family's political involvement when elected precinct constable in 1932 and subsequently urged his sons into politics. Richard Telles discusses the role of heavy drinking in his life and how his socializing kept him well-acquainted with Mexican politicians in Ciudad Juárez where he continued drinking after the bars in El Paso closed for the night. He also talks about his early involvement in union activity which resulted in a civil suit that brought him a financial settlement with which he purchased the first of his many cantinas. A self-proclaimed power broker, Richard Telles details how he enabled Mexican-American voter registration in El Paso and got the voters to the polls for the election of his brother, Raymond L. Telles, as county clerk and later on as the first Hispanic mayor of El Paso. Richard Telles describes the workings of his political machine to get himself elected to public office and how other political candidates eagerly sought his assistance in garnering the Mexican-American vote for their own elections. He also discusses his support for his son, Raymond R. Telles, who at the time of the interview, had already served as a city councilman in El Paso and was running for the office of mayor. He compares African Americans and Mexican-Americans in their struggles against racial discrimination. Throughout the interview, he discusses such notable Mexican Americans as Eladio Sandoval, Billie Sol Estes, Ralph Yarborough and his father Joe Yarborough, Alicia Chacón, Rogelio Sánchez, Silvestre Reyes, Henry B. Gonzales, Richard Perez, and Henry Cisneros. He mentions his support for Lloyd Bentsen and talks about the role of the Raza Unida Party in El Paso.

Title:
Oral history interview with Marc Campos, 1996 [videorecording].
Marc Campos begins with his family's background and describes the activities of his dad, Tony Campos, and his dad's coworker, Felix Tijerina, in the League of United Latin American Citizens (LULAC). He notes Tijerina was the founder of Felix's Mexican Restaurant chain in Houston and created the School of Four Hundred for teaching basic English. He attributes his interest in politics to his dad's involvement in Viva Kennedy Clubs and campaign support of Waggoner Carr and Lloyd Bentsen. Marc Campos reveals his own awareness of the racial segregation in the schools and recounts details of a race riot at his high school. He shares the pivotal moment he became personally involved in the political arena with the Frances Sissy Farenthold campaign for governor of Texas and his work in the in the George S. McGovern presidential campaign. He talks about his associations with his contemporaries Rick Hernández, Richard Moya and John Castillo and gives his opinion on prominent political figures Dolph Briscoe and Texas Democratic Party chairman Calvin Guest. He comments on his work with Ben T. Reyes and Leonel Castillo, states his preference for working within the Democratic Party rather than with the Raza Unida Party, and comments on his growing realization of the Chicano movement. He elaborates upon the founding of the Mexican American Democrats of Texas (MAD) with Gonzalo Barrientos and Grace García and that group's support for Sargent Shriver for president. He tells about a confrontation at a MAD convention between supporters for Albert Bustamante and supporters for Leonel J. Castillo, Joe Bernal and Alicia Chacón, and expresses his frustration when working in South Texas for MAD. He skirts his involvement in an Federal Bureau of Investigation inquiry at the request of Luis Díaz de León, during the time Díaz de León campaigned against Robert Krueger for U.S. Senate. He contrasts presidential appointments made under several administrations, noting particularly those under Jimmy Carter. He covers the period when he was chairman of the Mexican American Democrats and garnered support for Edward Kennedy's nomination as the Democratic candidate prior to the 1980 elections. He credits Hispanic participation in the 1982 Texas gubernatorial campaigns for increased administrative opportunities for Mexican Americans in Texas government and cites the example of Nora Linares as head of Texas Lottery and the first woman to chair MAD. He gives details about working for Texas Governor Mark White as a special assistant for legislation, noting the race discrimation he experienced in that role, and relates his part in a number of campaigns in the elections of Ben T. Reyes, Al Luna, and Roman Martínez. He reveals the conflicts within MAD, including a confrontation between Richard Moya and Juan Maldonado, and the split that led to the formation of the Tejano Democrats. He concludes with comments on his work for Mexico in promoting the North American Free Trade Agreement (NAFTA).

Title:

Jefferson, Edward Graham, 1921-2006. Edward Graham Jefferson papers, 1962-1992 (bulk, 1979-1987)
Title:
Edward Graham Jefferson papers, 1962-1992, (bulk, 1979-1987).
Edward Jefferson's papers consist of his "personal" business files, and do not include his official correspondence as CEO of DuPont. The papers primarily reflect Jefferson's "Head of State" role at DuPont and his membership on the boards of numerous business, trade and educational organizations. The DuPont and personal activities files document the more ceremonial aspects of Jefferson's role as DuPont CEO, representing the company in meetings with world leaders, other corporate CEO's and media representatives and serving on various state and federal panels. The records include travel arrangements, records of meetings, agendas, briefing books, biographies of dignitaries, presentation books, programs and menus. The major topic, and the major event of Jefferson's tenure, is the bidding war between DuPont and Seagram for control of Conoco Inc., which ended in DuPont's control of Conoco and Seagram's acquisition of the largest single block of DuPont. There are records of frequent ceremonial trips to DuPont and Conoco facilities around the world and notes on both companies' activities in Europe and the Far East. The files document Jefferson's devotion to promoting industrial research and development, including his sponsorship of David Hounshell's and John K. Smith's full-length study of R&D at DuPont, "Science and Corporate Strategy". Other topics include the promotion of energy conservation, industrial competitiveness, and the international balance of trade. There is a 50th anniversary history of DuPont's Haskell Laboratory for Toxicology and Industrial Medicine and materials relating to General Motors' announcement of the Saturn automobile. The outside boards files consist of minutes, agendas, annual reports and financial statements for the many organizations of which Jefferson was a director, committee member, or trustee. Business corporations include AT&T, Chemical New York Company (a bank holding company), and the Seagram Company, Ltd. Trade associations include the Business Council, the Conference Board, the Government-University-Industry Research Roundtable, the National Academy of Engineering, the National Research Council (particularly the process for choosing a site for the proposed superconductive supercollider), and the President's Export Council. Educational institutions include the Center for the History of Chemistry, Columbia University, Tuskegee University, and the Universities Research Association. Jefferson also sat on the board of the Winterthur Museum, and there are extensive files on its management in the early 1980s.

Title:

Title:
Oral history interview with Emil Peña, 1997 [videorecording].
Mr. Peña. Mr. Peña talks about his college education in political science and history at Texas A & M University in Kingsville, Texas, where he earned his undergraduate degree. He also tells about his one year of law school at St. Mary's University in San Antonio and earning his graduate degree in Environmental Management at the University of Texas at San Antonio. Mr. Peña discusses the training in political management he received at the Lyndon B. Johnson School of Public Affairs in Austin, Texas. He elaborates upon his work experiences in public relations and government management with oil and gas energy companies, and he talks about his work with Miller Brewing Company as a lobbyist. Mr. Peña gives details about establishing his own private public relations firm, Emil T. Peña Interests, Inc. He talks about working for Lloyd Bentsen and he comments on the positive impact Mr. Bentsen had on his political thinking and philosophy. Mr. Peña explains the important role Al Brown played as his mentor in the lobbying process in national and local politics. He tells about establishing an educational foundation that incorporates oil and gas explorations with environmental concerns for the purpose of instruction in the schools, and he speaks to the importance of mentoring as an effective way to get young people trained for the work force. Mr. Peña concludes the interview with a discussion weighing the advantages and disadvantages of personal allegiance to a single political party agenda as opposed to maintaining one's independence from such commitment.

Title:
Oral history interview with Eddie Lucio, Jr., 2003 [videorecording].
Eddie Lucio, Jr., expresses his opinions on issues facing South Texas and the need to maintain a strong economy to provide ample employment along the Texas-Mexico border in the Rio Grande Valley. He tells about his first election to public office as Cameron County Treasurer against incumbent, Mrs. W.R. Jones. He talks about his election as County Commissioner in 1978 against incumbent, Mike Cortinas, the changes he brought about in the structure of the county government, and blames his reelection loss in 1982 on redistricting. He refers to the advertising business he began before he won election to the Texas House of Representatives in 1986 against incumbent Rene Oliveira, and gives details on his campaign for election to the Texas Senate in 1990 against Hector Uribe to represent Hidalgo and Cameron Counties. He discusses the changes in campaign networking over the years and attributes the issue of tort reform for aiding his election win to the Senate. He argues the effectiveness of the Mexican American Legislative Caucus and explains his relationship with Republican Party affiliates in the Texas Senate by referring to his voting record on a number of issues. He alludes to his family's financial struggles while living in the Bougainvillea public housing project in Brownsville and speaks of his golf scholarship to Texas A & I-Kingsville. He emphasizes his personal reasons for not pursuing a congressional seat and notes many of his relatives' connections to teaching in South Texas. He describes his 1992 election battle against Juan 'Chuy' Hinojosa and reveals his personal struggle with heart disease that initiated his sponsorship of health facilities legislation for medically underserved South Texas. He elaborates on the redistricting issue that caused Democratic Party affiliates to flee the special session on redistricting in the Texas Legislature occurring at the time of the interview. He mentions such notable Mexican Americans as Eligio 'Kika' de la Garza, Ray Ramon, and Henry Cisneros and comments on Bob Bullock, George W. Bush, former U.S. Senator Lloyd Bentsen, and former Texas governor Ann Richards.
