Cecil Jones was the business director of the PWAP.
Rowan was the assistant technical director of the PWAP. He worked closely with Edward Bruce, the director of the PWAP.
Federally funded art project of the Treasury Department initiated in order to provide jobs for unemployed artists during the Depression.
Under the PWAP the country was divided into 16 regions each of which had its own director who answered to the national director in Washington, D.C. The PWAP was succeeded by the Section of Painting and Sculpture, which subsequently became the Section of Fine Arts.
Rowan was the assistant technical director of the PWAP. He worked closely with Edward Bruce, the director of the PWAP.
The Public Works of Art Project (PWAP), the first of the New Deal art programs, was established under the Department of the Treasury in December 1933 to assist unemployed artists by enabling them to work on the decoration of non-federal public buildings. Although it lasted only until the following summer, it engaged nearly 4,000 artists in all parts of the country and served as an important precedent for subsequent federal art programs, such as the Federal Art Project of the Works Progress Administration. Later art projects administered under the Department of the Treasury were the Section of Fine Arts, originally the Section of Painting and Sculpture, and the Treasury Relief Art Project, both of which served to employ artists to decorate federal buildings across the United States.

Edward Bruce was a lawyer, businessman, painter, and government administrator. Was director of the PWAP and later of the Section of Fine Arts.

The collection includes correspondence, photographs, printed matter, and research notes gathered or produced by Barbara Bernstein for the film "Silver Lining" (1976). The grant-funded film and related typescript endeavored to catalog New Deal-era, federally-funded artwork in Chicago and throughout Illinois. Bernstein sought works created not only through the Works Progress Administration Federal Art Project, but also those sponsored or funded by lesser known New Deal art programs such as the Public Works of Art Program, the Treasury Section of Painting and Sculpture, and the Treasury Relief Art Project. The scope of Bernstein's research encompassed only surviving, large-scale works of New Deal art in public places in Illinois, including those found de-installed but in storage.

Jeanne Engerman, a Washington State Library (WSL) librarian, had written to the National Archives and Records Service (NARA) in Washington, D.C. requesting information from them. The collection includes a transmittal letter to Jeanne Engerman dated Nov. 8, 1984. The NARA responded by sending copies of some materials found among the records of the Public Buildings Service in their custody that concerned works produced in Washington State by employees of the Public Works of Art Project and the Section of Fine Arts of the Treasury Department. The records of a roster Ms. Engerman requested for the Federal Art Project were not available. The names were only available by examining the administrative correspondence files of the WPA central office and the central office of the Federal Art Project that relate to the Washington State project at the NARA in Washington, D.C.

The Emmy Lou Packard papers measure 9.4 linear feet and date from 1900 to 1990, and focus on the career of painter, printmaker, muralist, and sculptor Emmy Lou Packard. Also found are extensive materials relating to Packard's personal and professional relationship with muralist Diego Rivera and painter Frida Kahlo, with whom Packard lived for one year in Mexico. Papers include correspondence, financial records, notes, writings, exhibition files, photographs, and printed material.Biographical materials include resumes, personal forms, and certificates. Correspondence is with family, friends, and colleagues, including muralist Anton Refregier, songwriter Malvina Reynolds, and composer John Edmunds. There is one letter from Dorothea Lange. Also found is correspondence with various political and arts organizations, such as the American Civil Liberties Union and the Russian magazine <emph render="italic">Soviet Woman.</emph> Much of the correspondence discusses personal relationships and political and art-related activities. Additional correspondence with and concerning Diego Rivera and Frida Kahlo is arranged in Series 6.Personal business records found within the papers include studio real estate and rent records, insurance records, price lists for artwork, consignment records, and miscellaneous receipts. There is one interview transcript of an interview with Packard for the Radical Elders Oral History Project. The papers include a series of notebooks/diaries, address lists, and other notes.Packard's reference files and personal papers documenting her professional and close personal relationship with Diego Rivera and Frida Kahlo are arranged into a separate series. They include her research files for a planned book on the two artists, personal letters between Packard and the couple, as well as several interesting photographs. Also found in this series are notes, writings, and printed materials relating to Diego Rivera, Frida Kahlo, and other Mexican artists, such as Covarrubius, Juan O'Gorman, and Pablo O'Higgins.The collection also includes typescripts and additional writings by Packard and others. Artwork consists of orginal drawings and prints by Packard and others not directly associated with projects. Exhibition and project files for many of Packard's commissioned projects are also found within the collection, including her files for the restoration of Anton Refregier's Rincon Annex Post Office mural in San Francisco and the Coit Tower murals in San Francisco. Many of the project files contain correspondence, reports, contracts, printed material, photographs, and artwork.The papers also include photographs of Packard, her family, residences, artwork, friends, and colleagues, including Cesar Chavez, Juan O'Gorman, Malvina Reynolds, Charles Safford, Ralph Stackpole, and Tennessee Williams. Two scrapbooks are found, as well as additional printed materials such as clippings and exhibition announcements and catalogs. There are also two artifact items, a vinyl record of Malvina Reynolds and a political campaign button.

Description: Photographs, glass slides, slides, lantern slides, and 16mm film footage from the Charlotte R. Partridge and Miriam Frink Papers. The two women were co-founders of the Layton School of Art in Milwaukee, Wis. Personal and family photos of both Partridge and Frink form a part of the collection which also contains images of the Church School of Art in Chicago where Charlotte attended, the Commonwealth Art Colony in Boothbay Harbor, Maine, and the Partridge-Frink home in Mequon, Wis. There are also photographs pertaining to the Layton Art Gallery including Frederick Layton, gallery building, and permanent gallery collection. Photographs document a variety of exhibitions on temporary display at the gallery including two photographs of Frank Lloyd Wright's exhibit at the gallery in 1930. However, the bulk of the photographs pertain to the Layton School of Art and to depression-era federal arts programs in Wisconsin. Layton School of Art photographs depict the school's buildings, art work of Layton faculty, campus views and student life, classroom scenes, and a variety of student projects. Federal Art Program images include views of project artists and their work for the Public Works of Art Project and Federal Arts Program. There is also photographed work from the Index of American Design project, of post office murals, and of other WPA murals which Charlotte researched while funded by a Carnegie grant administered through the Federal Works Agency. Kenneth Miller Adams papers
This microfilm collection of the Kenneth Miller Adams papers consists of a letter, dated December 1933, from a Public Works of Art Project official on a routine matter, and a letter, dated May 1933, from Cecil H. Jones of the Treasury Relief Art Project in which Jones tells Adams he is trying to have him transferred to the WPA Federal Arts Project. Also included is correspondence, 1936-1937, with Edward Rowan and others of the Section of Fine Arts regarding Section mural competitions. This correspondence includes contracts for two murals painted by Adams – one in Goodland, Kansas (1936) depicting a scene with a figure and a buggy, and one in Deming, New Mexico (1937) entitled <emph render="italic">Mountains and Yucca</emph>. A photograph of each of the murals is also included.

The papers of California printmaker and educator Roi Partridge measure 1.0 linear foot and date from 1909-2003, with the bulk of the material dated 1909-1984. Found here are scattered correspondence, notes and writings, a scrapbook, printed material, and photographs. Several of the documents date from the time Partridge was married to photographer Imogen Cunningham, particularly family correspondence and a travel log of family car camping trips to the west. The same travel log documents one sketching trip Partridge made with Eugen Neuhaus.General and family correspondence consists largely of incoming letters with some copies and drafts of outgoing letters. General correspondence is mainly professional in nature and documents exhibitions, commissions, teaching, memberships in artists' organizations, and participation in the WPA Public Works of Art Project. A small number of letters from friends concerning personal and social matters are scattered throughout. Among the correspondents are Ansel Adams, Sherwood Anderson, John Taylor Arms, Hollywood Riviera Galleries, Dard Hunter, the Estate of Bertha Jacques [Elizabeth Linsky, executor], National Academy of Design, and Print Makers Society of California. Family correspondence includes letters to Roi Partridge from family members. Letters to Gryffyd's family are from Imogen Cunningham and Roi Partridge; letters from others about family members are also included.Among the notes and writings are a travel log that documents car camping trips through California and New Mexico taken by Roi Partridge, Imogen Cunningham, and their three sons between 1924 and 1926. The volume also includes Roi's account of a 1926 sketching trip taken with Eugen Neuhaus along the California coast.A scrapbook contains clippings and feature articles about Roi Partridge, along with exhibition announcements and reproductions. Additional printed material is about or mentions Roi Partridge and his family, Ansel Adams, and Imogen Cunningham. There are also family Christmas cards with reproductions of etchings and drawings by Roi Partridge.Photographs are of people and art work, including photographs of Roi and May Ellen Partridge, and Donald Bear, the first Director of the Santa Barbara Museum of Art (Janet Lineberger - later Mrs. Gryffyd Partridge - served as his assistant in the early 1940s). There are numerous photographs and negatives of art work by Roi Partridge (with appraisal and catalog information), and a photograph of Peter Blos' portrait of Partridge.

Some of the correspondents include: Marcus Bach, John C. Culver, Harold E. Hughes, and Edward B. Rowan. The disappearance of his painting "Vendue" is the subject of several folders. Finally, there are more than twenty sketchbooks containing samples of his art.
