Baltimore lawyer and politician.
Harper served as a congressman from South Carolina from 1794-1801, after which he practiced law in Baltimore. He was elected to the U.S. Senate in 1816, but resigned in 1817.
Harper was an American Revolutionary War soldier; Princeton University graduate; Member of South Carolina state legislature; Member of U. S. Congress (1795-1801); unsuccessful Federalist candidate for Vice President (1816).
Robert Goodloe Harper was a Southern lawyer and Federalist politician. Born in Virginia and raised in South Carolina, he served in the Revolutionary War at the age of fifteen. After graduating from the College of New Jersey (later Princeton) he studied law and taught school until admitted to the bar. While practicing law, he became a state Representative in South Carolina and then member of the United States House of Representatives. He later moved to Maryland, and served with distinction in the War of 1812. He was elected United States Senator from Maryland, and ran unsuccessfully for Vice President on the Federalist ticket.
U.S. Representative from South Carolina and a U.S. Senator from Maryland; Federalist; born near Fredericksburg, Va.; 1785 graduate of Princeton; served as Secretary of the Yazoo Land Company.
Early South Carolina congress member Robert Goodloe Harper (1765-1825), son of Jesse Harper and Diana Goodloe, was born near Fredericksburg, Virginia, and grew up in North Carolina. At age 15, Harper joined a volunteer cavalry corps and fought in the Revolutionary War. After the war, Harper continued his education and graduated from the College of New Jersey (now Princeton University) in 1785. He was admitted to the South Carolina bar in 1786 and was practicing in Charleston by 1789. He served in the State House of Representatives from 1790-1795, and was elected by South Carolina to the 3rd, 4th, 5th, and 6th United States House of Representatives as a Federalist (February 1795 to March 1801). Harper was an influential congress member and acted as chairman of the Committee on Ways and Means (5th and 6th congresses). While in the House, he was also interested in western land policies and was considered one of the most knowledgeable House members on foreign affairs. In the late 1790s, however, he became intensely xenophobic and vocally anti-French. His 1797 Observations on the Dispute Between the United States and France warned against the influence of French radicalism in America. The volume was popular enough to have multiple printings and was distributed in Europe and Great Britain. His xenophobia later manifested itself in his participation with the American Colonization Society, in which he had a leadership role in 1816.
After his tenure in the House, Harper moved to Baltimore, where he continued his law practice. He fought in the War of 1812 and attained the rank of major general. He served in the Maryland State Senate and was elected to the United States Senate for the term beginning March 4, 1815, and served until December 1816, when he resigned. Harper remained active after his political career, traveling through Europe and hosting European dignitaries in Baltimore. He died there in 1825.

Lowndes is gratified to be considered a friend of Harper and asks to hear from him as often as possible; he hopes that though Harper finds himself in a place (Ninety-Six District, S.C.) where "society is scarce and less refined" he will take advantage of his time by devoting himself to books and studies. Lowndes describes his daily activities (reading law, conversations with friends) and looks forward to visit to the country and the company of an "assemblage of ladies." Lowndes also mentions Mr. Charles Pinckney, who is "perfectly wedded to business and study," and wonders whether "this application is the consequence of an aspiring ambition" or another motive.

Papers of Francis Jackson include much family genealogical information. Most of the collection is correspondence from Mary Clark of Concord, N.H. to her cousins Francis and Eliza Jackson. Beyond news of family, the correspondence concerns political, religious and social issues including Congregationalism, lack of funding for Free Schools, the influence of Millennialism, Quakers, Shakers, the cultural assimilation of Native Americans, women's rights, and anti-slavery efforts. Clark made frequent allusion to articles in the North American Review. Among the notable figures discussed were Robert G. Harper; New Hampshire Governor David L. Morril; Jacob Osgood, leader of the Osgoodites; Josiah Quincy; and John Pierpont. Also, a letter from Thomas Boylston Adams regarding some genealogical matters.

[1787], to Robert G[oodloe] Harper, at Mr. Beresford's, Horseshoe plantation [St. Bartholomew's parish, Colleton District, S.C.], congratulating Harper on his good fortune in "enjoying the Blessings of a very agreable Society of Ladies," remarking that he did not envy him his "Eligble Situation" even though circumstances denied him the pleasure, reporting that he was reading law with a lawyer in hopes of "more easy admittance to the Bar," noting that the legislature conducted business as usual and accomplished little, "a great deal of Declamation and little decision," and expressing his approval of the General Assembly's motion that allowed loyalist and former governor [William] Bull to return to South Carolina and resume the rights of citizenship, a move that revealed the legislature's "one trace of humanity." Other letters include 18 June 1792, to Edward Penman, re a debt secured by a mortgage on African American slaves; and 30 Nov. 1835, to son Charles Lowndes, re selling his rice, directions for sending slaves identified by name to various places to work, and instructing Rawlins Lowndes re his accounts and provisions.

Robert Goodloe Harper was a successful lawyer and Federalist politician in Charleston, South Carolina and Baltimore, Maryland. He was chairman of the Ways and Means Committee and ran for Vice President in 1816 and 1820. He defended both Judge Pickering and Justice Chase during their impeachments, as well as Alexander Contee Hanson after the Federal Republican riots in 1812. He was as a militia commander at the Battle of North Point and played leading rolls in the Baltimore Exchange Co. and the Maryland State Colonization Society. His correspondents include William Sullivan, a Boston lawyer; James W. McCulloh, a Baltimore banker; Stephen Van Rensslaer, a New York Congressman; and Christopher Hughes, a U.S. diplomat.

Chiefly correspondence re his legal practice, business interests, and national news and politics. Two letters, 1791, document the ill-fated South Carolina Yazoo Company, one of the original three companies formed to develop Georgia's western lands. Formed in 1789, the company had four charter members-Thomas Washington (alias Walsh) of Georgia, Alexander Moultrie, Isaac Huger, and William Clay Snipes. Shares of the company were limited to twenty; they could be subdivided, but to have a seat and vote at the company's meetings, a member had to own one full share. Letter, 15 Jan. 1791, from Harper to Gen. Mordecai Gist reporting that the board had voted to admit him as a member. Gist had sent word by Snipes that he intended to take one full share in the Yazoo purchase. In the end, the company's plans failed; it forfeited its claim to the land when it failed to comply with the 1789 Georgia statute regulating the purchase. By that time, the partners had ostracized Washington for enacting "a most infamous and extensive scheme of villainy, the forging of public securities to a very large amount" (the authorities hanged him in Charleston for counterfeiting state indents). Later, the S.C. Senate impeached and convicted Attorney General Alexander Moultrie for diverting genuine state indents into the company's finances. Letter, 16 Mar. 1793 to J[ohn] E[wing] Colhoun re a case in Cambridge Court [Edgefield County, S.C.?]; letter, 26 Mar. 1799 (Baltimore), to Secretary of War [James McHenry] expressing concern over an expected insurrection: "Their leaders are committed to the full length of Treason," and advising that McHenry send a large body of troops to deal with the situation [presumed to be the rebellion led by Pennsylvania auctioneer John Fries (ca. 1750-1818) in his protest against a tax on real estate]. Document, 19 July 1793 (Orangeburg District, S.C.), re Harper's appointment as lawyer for Jacob Rumph in sale of certain lands on Edisto River and transfer of land to John Hall, including certificate no extant mortgages on said land letter, 29 July 1799 (Baltimore, Md.) to [James McHenry], Secretary of War, announcing opening of his law office in Baltimore but assuring McHenry that he stands ready to return to military service if the need should arise, noting a recent letter from Gen'l [Charles Cotesworth] Pinckney, expressing his desire for a commission in case of an increase in hostilities during the quasi-war between the U.S. and France, although world events made that appear less likely: "The difficulty... will in all probability be removed by Prince Charles and Count Suwaroff [i.e. Prince Charles de Ligne and Alexander Suvorov].... What a pity that so many Suwaroffs and Bonapartes in embryo, should be chilled into mere lawyers Planters & merchants by the cold breath of Peace!" Letter, 8 Dec. 1800, to Jacob Read (Washington, D.C.), explaining his delay in returning to Washington and requesting information on votes from S.C. and Rhode Island; letter, 18 July 1807 (Baltimore, Md.) to William Sullivan (Boston), informing him of closing of a legal case, sending his remittance, and explaining the financial settlement; letter, 13 Aug. 1807 advising to bring suit in a matter involving a ship and cargo; letter, 8 June 1812, receipt for fee in a case before the U.S. Supreme Court.
