Martin served as Maryland's Attorney General from 1778-1805 and from 1818-1822. In 1785, he was a member of the Continental Congress; and in 1787, a member of the U.S. Constitutional Convention at Philadelphia. Harper served as a congressman from South Carolina from 1794-1801, after which he practiced law in Baltimore. He was elected to the U.S. Senate
