U.S. Presidential Emergency Board No. 175 was appointed under the authority of the Railway Labor Act in 1969. The Board was invoked to investigate a dispute between the Brotherhood of Railroad Signalmen and the nation's railroads represented by the National Railway Labor Conference over what the signalmen claimed was a salary inequity when their wages were compared to those of shopcraft electricians. The Board, of which Seidenberg was a member, found for the union, recommending an additional 20 cents per hour increase. The papers contain the transcripts of the proceedings and carrier and union exhibits. U.S. Presidential Emergency Board No. 178 was created in 1970. Seidenberg was appointed as a member of the Board which was to recommend a wage settlement between the Brotherhood of Railway, Airline and Steamship Clerks, Freight Handlers, Express and Station Employees; the Brotherhood of Maintenance of Way Employees; the Hotel and Restaurant Employees and Bartenders International Union and the nation's railroads as represented by the National Railway Labor Conference. The Emergency Board found for the unions and recommended a wage increase of 33 1/3 percent over three years. It also recommended establishment of a permanent labor-management committee to work for long range reforms in work rules and other labor relations problems in the industry. The papers contain transcripts and carrier and union exhibits.
