Correspondence includes 9 July 1773, Charleston, S.C., to Peyton Randolph of Virginia, re appointment of committees of correspondence and acknowledging receipt of a list of recommended resolutions by the Virginia House of Burgesses to the S.C. House; letter, 18 June 1778, Charleston, S.C., to Capt. John Bowie, re case against John Martin for deserting his post and allowing prisoners to escape, granting pardon of offense, but instructing that Bowie "call to severe acc[oun]t" any of his men guilty of desertion in the future. Other items include 13 July 1778 order and receipt for money paid John Lewis Gervais; description, ca. 1959, of letter 18 July 1778, to Benjamin Franklin, commissioning Alexander Gillon to procure ships of war in Europe for South Carolina; and letter, 30 Jan. 1779, to Gen. [Benjamin] Lincoln, re alarm over behavior of militia under Gen. Richardson and preparations for possible attack on Beaufort, S.C.

Convention to ratify U.S. Constitution; also including material collected for unpublished book on representation debate in South Carolina, 1778-1808. Research papers filed in Box IV include, Fence Law Controversy in South Carolina, 1868-1882, written for history class, (May 1985; 59 sheets); and Landed Interest, Representation, Property Concepts, and related Legal Doctrine in Early Republican South Carolina: An Introductory Analysis (December 1986; 59 sheets). Representation and apportionment debate materials arranged into two main series: "Political essays and commentary in South Carolina pamphlets and newspapers, 1783-1786" and "Collected materials relating to debate on apportionment of representation in South Carolina, 1794-1796"; files include typescripts and photocopied originals of letters and pamphlets (mostly published under pseudonyms), editorial comment, and grand jury charges. Some essays have been identified as works by Burke, Christopher Gadsden, Alexander Gillon, William Hornby, John Fauchereaud Grimke, Henry Pendleton, Robert Goodloe Harper, John Drayton, Timothy Ford, Henry William Desaussure, Thomas Tudor Tucker, and Joseph Alston; also including research on constitutional and legislative background. Also including notes, drafts, papers, and newspaper stories relating to representation and related issues like debtor relief, paper money, judicial reform, eminent domain, and the open range policy, contemporary political issues, Society of the Cincinnati, the Jay treaty, the Jonathan Robbins extradition case, and debates in the first federal Congress. Papers consist primarily of correspondence of members of the Pinckney, Lowndes, and related families, but also include receipts, accounts, land papers, and other items. Correspondence represents a wide array of subject matter including family and social affairs, politics, agriculture and technology, business and financial matters, plantation affairs, and travel. Correspondents include Rawlins Lowndes, Thomas Pinckney, Harriott Pinckney Horry, Charles Cotesworth Pinckney, Harriett Pinckney Rutledge, William Lowndes, Elizabeth P. Huger, Benjamin H. Latrobe, and many others. Included is a letter (1798) from Elizabeth B. Lowndes regarding planting conditions at El Dorado Plantation; letter books (1763-1767, 1786-1787) of Harriott P. Horry; a letter (1794) to Thomas Pinckney from an American in a British debtors' prison; letters from Sarah E. Huger in New York (N.Y.) about Duncan Phyfe furniture; and a letter (24 June 1838) from Rebecca M. Rutledge to her husband Edward Cotesworth Rutledge concerning the death of family members in the wreck of the ship Pulaski. Receipts, mostly those of Rawlins Lowndes, are for wine, drapery, slave shoes, and other goods and services. Accounts consist of an account book of William Lowndes containing accounts (1811-1822) with the factorage firm of Kershaw & Lewis (later Kershaw, Lewis & Co.) and estate accounts (1822-1827) of William Lowndes. Land papers include a list (ca. 1774) of South Carolina land grants to Miles Brewton. Other items include personal resolutions and prayers of Eliza Lucas Pinckney (1742-1758); genealogical material (n.d.) regarding the Motte family; and Thomas Pinckney's instructions (1826) for transplanting rice and notes (1826) on an agricultural experiment with flax.

The collection is chiefly William Lowndes's correspondence while in Congress, 1811-1821, including letters written from Washington, D.C., to his wife, Elizabeth (Pinckney) Lowndes, discussing his personal and social life; and letters he received from notable politicians, including John Quincy Adams, Joseph Alston, John C. Calhoun, Langdon Cheves, William H. Crawford, William Drayton, Hamilton Fish, John Forsyth, James Hamilton, Robert Y. Hayne, Daniel H. Huger, Hugh S. Legare, James Monroe, Thomas Pinckney, Eldred Simkins, and William Wirt. Among other items are letters, 1758-1799, between William Lowndes's father, Rawlins (1721-1800), of Charleston, S.C., and English and West Indian merchants; a fragment of a diary of Charles Lowndes, 1754-1755, chiefly concerning social life in London; detailed reminiscences of William's grandson, Thomas Pinckney Lowndes (1839-1899), concerning antebellum life, the Civil War, and Reconstruction in Charleston; copies of speeches by William Lowndes; and his notebooks on law and congressional matters.
