Eight handwritten letters (circa 63 p.) from an Indian agent to the governor of New Mexico concerning the various issues and concerns the Apache Indians are bringing to him for his attention and their interactions with government and civil officials. Smith writes of their impoverished state and desperate need for food, clothing, and shelter and pleads with the Governor for more funds to help them. In one letter he quotes a previous reply from the governor, "You say 'all that I can do is to give general instructions which is to keep within the narrowest possible limits having a due regard to your means on hand for you can expect no additional means from me until some are placed at my disposal.'" Smith then goes on to give an account of his dwindling funds and that he will be destitute soon adding, "In this state of the case, I deem it important to write you and to represent that they [the Apache] are now friendly, but being on the point of starvation, that there is a great danger of hostilities...I plead for the Apache. He is a noble, fine looking, though naked Indian. Save him, I beseech you, from starvation, and its alternative, stealing. Generous individuals have offered me the means to feed and clothe him, at their own risk, if I would use the money as public funds, but, under your instructions I dare not. "

The collection consists of correspondence from E. A. Graves, Indian Agent, to David Meriwether, Governor and Superintendent of Indian Affairs for New Mexico Territory, Most letters inform Meriwether of situations with the Utahs, Navajos, or Apaches, seeking advice or action on the part of Meriwether. Incidents generally relate to Indian depredations and questions of property ownership. Graves' first annual report to Gov. Meriwether includes observations and suggestions regarding the state of Indian affairs in New Mexico Territory. He opines on the failure of Indian policy, suggesting that the only effective way to manage the Indians is to subdue and then civilize them, via the power of the government and military. He also discusses the relationship between the (New) Mexicans and Indians and specifically discusses conflicts over land grants near the Rio Conejos. One set of correspondence is between Graves and Charles Beaubien; all other correspondence is addressed to Meriwether. Graves often spells Meriwether's name "Merriwether" and uses a variety of spellings for Abiquiu. Letters are sent from Abiquiu, Taos, and Chamita, NM and indicate that his is representing the Apache Agency and then, the Utah and Apache Agencies.

Five circulars dating from soon after Meriwether's appointment as governor through his first month on the job. The letters provide a glimpse at the work of an Indian Superintendent; they specify requirements for documenting travel expenses, filing annual reports, adhering to the new appropriations act which prohibited direct payments to individual Indians or Indian tribes, etc. Four circulars are signed by Commissioner George W. Manypenny and one is signed by Acting Commissioner Charles E. Mix.
