Blaine, a Wisconsin progressive Republican who was state senator from Boscobel, 1909-1913; attorney general, 1919-1921; governor, 1921-1927; United States senator, 1927-1933; and member of the Reconstruction Finance Corporation, 1933-1934. The collection consists mainly of correspondence and 8 volumes of speeches, and relates primarily to the years of his governorship. Papers of the period prior to 1921 contain references to Blaine's education, community affairs in Boscobel, his candidacy for a seat in Congress in 1904, investigations (1909-1911) of charges against Isaac Stephenson for unlawful use of money in the campaign of 1908, and Blaine's nonpartisan Progressive candidacy for governor in 1914. In the gubernatorial papers the major topic throughout is the issue of state taxation and finances in various forms: Blaine's opposition to the creation of a northern lakes state park; his request for revision of the income tax law by a special session of the legislature in 1922; his veto in 1923 of a bill to tax gasoline for highway construction; and the budgetary problems of the University and the state normal schools. Closely connected with Blaine's financial program was his emphasis on increased efficiency and economy in state departments. Between the Highway Department and the governor a controversy developed over expenditures, methods of letting contracts, and political influence. Correspondence concerning this conflict includes letters of 1924, when Arthur R. Hirst, chief engineer of the Highway Commission, resigned to oppose Blaine unsuccessfully for the gubernatorial nomination. The collection contains many papers on public welfare and law enforcement problems; the pardon of John Deitz in 1921; investigation of malfeasance of public officials in Kenosha County; surveys of the state prison and reformatory programs; and investigation of the care of the feeble-minded and other wards of the state. Prohibition was a continuing problem as is indicated by the scores of letters representing opinion for and against the various enforcement measures. Scattered letters show Blaine's opposition to the activities of the Ku Klux Klan and touch upon Klan incidents, particularly those at Boscobel in August, 1924, and at Marinette in November, 1926. Other topics discussed are the projected reorganization of the state educational system; the teacher retirement fund; the movement to consolidate rural schools; the furor created when the pacifist Mrs. Kate Richards O'Hare was given permission to lecture in the capitol in 1922; the Illinois-Wisconsin drainage suit revived by Blaine in the same year; and pure foods legislation. The collection contains also large quantities of routine correspondence concerning patronage, state contracts, and complaints of one sort and another. For Blaine's term in the Senate the collection consists mainly of carbon copies of his replies to letters from constituents. Some letters contain information on the participation of Wisconsin residents in the Bonus Army, 1932. Other papers deal with investigation of post office leases, especially in New York City, and with Blaine's sponsorship of a bill to have the Interstate Commerce Commission report on the fair value of lands and buildings to be acquired by the federal government. Among Blaine's correspondents were Grace Abbott, Joseph D. Beck, Zona Gale, Theodore Kronshage, Robert M. La Follette, Sr., Robert M. La Follette, Jr., Solomon Levitan, George W. Norris, Alfred T. Primarily correspondence, the collection also includes speeches and writings of Ekern on insurance or related topics; records of the Lutheran Brotherhood, a large fraternal life insurance company which he helped found; materials collected during his studies of war-risk insurance and of social security; legal files; papers from his own political campaigns and from the La Follette-Wheeler 1924 campaign; and copies of minutes and reports of the Wisconsin Unemployment Commission, 1931-1932. The correspondence reflects Ekern's personal, political, and business interests. Early correspondence concerns family affairs and the beginning of his law practice at Whitehall, Wis. (1894-1911). With his election to the Assembly in 1902, politics and legislation become prominent topics. Ekern authored railroad retirement and teachers' retirement acts and was actively interested in other legislation involving taxation, redistricting, the county court system, and establishment of the state life insurance code. Ekern served as state insurance commissioner, 1910-1915, and letters from this period concern insurance as well as his interest in other progressive legislation and in the national progressive campaign in 1912. His 1924 files as finance chairman of the La Follette-Wheeler presidential ticket are present as are the files of Will R. McCord, a professional fund-raiser employed to direct solicitation of funds in other states. In 1926 there are letters concerning Ekern's unsuccessful bid for the Wisconsin governorship. Ekern later was in private law practice in Chicago and Madison, was an unsuccessful Progressive candidate for United States senate in 1938, and served on the University of Wisconsin Board of Regents, 1939-1943. Much of his correspondence relates to the regents, alumni activities, and University fund-raising projects. Papers documenting the personal and professional lives of four Wisconsinites prominent in legal, political, medical, and educational circles. The papers consist of the records of Charles Henry and Jessie Evans Crownhart and their sons, Jesse George and Charles H. Crownhart Jr. Personal correspondence among the family members comprises most of the collection. Included are the correspondence and political and legal files of Charles H. Crownhart, a lawyer, regent of the Superior Normal School, Reviser of Statutes for the State of Wisconsin, first director of the Wisconsin Industrial Commission, and justice on the state Supreme Court. He was also a close personal friend and advisor to Robert M. La Follette and managed La Follette's 1910 and 1916 senatorial campaigns. Information is present on state and national political campaigns, the workers' compensation program, implementation and the constitutional challenge of the Wisconsin Soldiers' Bonus Act after World War I, the work of the Industrial Commission, legal cases while in private practice, and other topics. The records of Jessie Evans Crownhart, his wife, document the family life of the Crownharts as well as her career as an educator during the 1880s and 1890s, as Douglas County Superintendent of Schools (1897-1901), and as a regent of the normal schools in Wisconsin during the Depression. Her papers include letters describing family life and the financial crisis facing the normal schools during the 1930s, as well as files containing certification tests for teachers in the late nineteenth century. Also included is correspondence of Jesse G. Evans, Jessie Crownhart's father, which deals in part with his service in the Wisconsin 7th Light Artillery Battery during the early part of the Civil War. The records of J. George Crownhart consist of correspondence from his childhood and teenage years plus later records which provide perspective on the workings of the State Medical Society of Wisconsin. Crownhart served as executive secretary of the society and managing editor of its journal from 1923 until his death in 1941. National Recovery Administration (NRA) documents in this collection largely relate to the construction industry and include carbons of preliminary and summary reports (1933-1935) on the industry and NRA codes; manuscript documents on sources of then current statistics on construction, on the status of American Federation of Labor unions functioning in the industry, and on building trades wages in a variety of cities from 1925 to 1935. Also a memorandum from Winstead to James E. Hughes regarding the revision or elimination of construction codes. U.S. Senate Civil Liberties Committee (La Follette Committee) documents include carbon copies of reports by Winstead and other field investigators dealing with alleged anti-union espionage activities, largely in Texas, engaged in by the following: Sugarland Industries, the Texas Can Company, the Freeport Sulphur Company, the Marshall Canning Company, the Weirton Steel Company, the Ford Motor Company, International Corporation Services, the Corporation Auxiliary Company, and the Waeker Brothers Iron Company. Victims of this alleged spying campaign included the National Maritime Union, the Industrial Workers of the World, the Oil Workers' International Union, the International Brotherhood of Teamsters, the Steelworkers Organizing Committee, the Amalgamated Association of Iron, Steel and Tin Workers, the United Mine Workers of America, and the United Retail and Wholesale Employees. Included with the reports are notes, letters, and financial documents. Significant correspondence includes that of J. Edgar Hoover, Robert M. La Follette Jr., Malcolm Halliday (assistant general counsel) and Herber Blankenhorn. A major subject of the reports was the activities of the Corporation Auxiliary Company. National Labor Relations Board documents include papers concerning the 1949 staff hearing examiners controversy. These consist of manuscript documents ranking prospective candidates for the position of hearing examiner, petitions regarding the Civil Service Commission's attempt to remove hearing examiners, and reports, memoranda, briefs, and letters regarding the controversy. Charles Antone Horsky (lawyer) is the chief correspondent. Documents relating to the Shipbuilders Stabilization Committee include dockets of interpretive rulings regarding work rules, wages, fringe benefits and apprentice training; and various documents having to do with zone standards in the industry. Industrial Union of Marine and Shipbuilding Workers of America (IUMSWA) documents include constitutions, by-laws, agreements, minutes, publications, reports and correspondence. Of special interest are the materials on the 1945 dispute of the union with the Todd Shipbuilding Corporation and the Bethlehem Steel Corporation (San Pedro yard). Also included are documents (1941-1942) regarding the IUMSWA organizing activities, including briefs on hiring, employment and communist activities; memos on jurisdictional disputes between the American Federation of Labor and the Congress of Industrial Organizations, and proposed union policy for shipyard hiring practices in Washington and Oregon. Major correspondents include John Green (president, IUMSWA) and George Smith (a national representative). Also, a lengthy exchange of correspondence (1922, 1943-1944) between Winstead and Walter N. Polakov (industrial diagnostician and engineering counselor) largely concerning the direct and indirect costs of mine accidents; manuscripts and publications of Winstead on the history of union busting, a history of the construction industry (1920-1934), a history of the IUMSWA, a pamphlet on legal rights for ship-building workers and a "union busters and finks" handbook.

He also taught at Antioch College, 1926-1933, and did research in labor relations for the Twentieth Century Fund in the 1930s and 1940s. Particularly well documented is Leiserson's work as arbitrator for the clothing industry in the 1920s and his guidance in enactment of Ohio's unemployment law in the 1930s. While heading the National Mediation Board and serving as a member of the National Labor Relations Board, Leiserson provided expert opinion to Presidents Roosevelt and Truman and members of Congress. In the trade union files are materials gathered from numerous unions in the 1940s for Leiserson's study of trade union government. The extensive correspondence includes frequently detailed letters from Leiserson to union leaders, economists, and government officials. Among the most informative letters are those exchanged with longtime friends such as John R. Commons, Edwin E. Witte, Selig Perlman, David Saposs, Max Otto, Louis Stark of the New York Times, John A. Fitch of the New York School of Social Work, and poet Carl Sandburg. The photographs include images of Leiserson, his family, and colleagues. Also present are images of meetings and commissions with which Leiserson was involved.

Files on his career as administrator of the Rural Electrification Administration include correspondence, memoranda, studies, legislation about supplementary financing for the agency, a complete reading file of outgoing correspondence and memoranda (1961-1969), and exchanges with White House staff. Pertaining to his later career as an energy consultant are project files containing correspondence, memoranda, and draft reports on work done in association with David Lilienthal's Resources and Development Corporation and Stone and Webster Engineering Corp. Of special interest is the file on the 1977 New York City blackout. Photographs include formal and informal portraits, snapshots of the Clapp family, views of activities as head of the REA (one with Orville Freeman) and the Wisconsin DOT, as a journalist, and as a congressional candidate. The latter include John F. Kennedy, Patrick J. Lucey, Estes Kefaufer, Henry Meier, and William Proxmire.

Papers documenting Sidney Hillman's activities as the ACWA's president during the Depression, New Deal, and war years, as well as his work with the NRA, the National Defense Advisory Commission, and the War Production Board. Sidney Hillman and the ACWA played crucial roles in founding the CIO. Hillman's correspondence with Walter Reuther and George Addes of the United Automobile Workers (UAW) and Emil Rieve of the Textile Workers' Organizing Committee reflects that effort. The Roosevelt era brought both increased visibility and power to Hillman and the union. In 1933, Hillman was chosen to serve on the National Recovery Administration's Labor Advisory Board. The materials from this NRA period describe the Roosevelt administration's attempts to draw up codes of fair competition to determine production quotas and fix wages and hours in order to bring about economic recovery. The NRA records also contain Hillman's correspondence with government officials as well as leaders of labor unions and of private firms. There are also some reports and raw data used by the NRA in developing its codes. In 1940, as U.S. involvement in World War II became increasingly likely, Roosevelt organized the National Defense Advisory Commission (NDAC) to coordinate economic mobilization for the war. Hillman was named to the Commission; later he was tapped to be associate director of the War Production Board. The NDAC materials in this collection document Hillman's experiences and include correspondence with William Knudsen. There are also some reports and directives prepared by the War Production Board. Papers of Orland S. Loomis, a Progressive lawyer and politician from Mauston, Wis., who was a member of both houses of the Wisconsin state legislature, state attorney general, and governor-elect in 1942. The collection includes correspondence, legal papers, copies of proposed legislation, memoranda, personal accounts, campaign materials, schedules, speeches, and press releases. The correspondence between 1929 and 1933, when Loomis served in the state legislature, reflects his concern with the problems of farmers, veterans, education, and public electric power. Most of the correspondence from 1936 to 1942 relates to electioneering, but a few letters exchanged with Robert M. La Follette, Jr. and Philip La Follette from 1931 to 1935 and in 1942 contain references to Progressive party programs and problems. Correspondence for 1937 and 1938, when he served as attorney general, include several legal opinions. Other correspondents include Herman Ekern, John J. Esch, William Evjue, Halbert Hoard, Merlin Hull, Charles A. Kading, Irvine Lenroot, Gaylord Nelson, George W. Norris, and Gifford Pinchot. A large part of the collection relates to Loomis' attempts to bring publicly owned electric power to Wisconsin, and includes briefs, exhibits, correspondence, and legal papers relating to the municipalities Loomis represented in public-power cases between 1933 and 1942. Loomis' clients included Bangor, Edgerton, Viroqua, Hustisford, Fennimore, Waterloo, Kendall, McFarland, Poynette, and Pardeeville. The extensive materials for Pardeeville follow the case from the village decision by referendum to purchase their power plant through twelve years of litigation. The collection also includes a folder of briefs and other materials on the Wisconsin Development Authority, established in 1937 to aid municipal ownership and the orderly development of Wisconsin resources. Loomis' papers contain some of the records of his campaigns for governor in 1940 and 1942, and a group of letters and proposals for his administration made after the 1942 election. Roosevelt; Theodore Barton; Guytzon Borglum, Harry Daughtery; John N. Garner; and Gifford Pinchot. Of greater interest are files on an unofficial 1923 congressional tour of Russia meant to re-establish trade relations; Frear's criticism of the Bureau of Indian Affairs, particularly regarding New York Indians; responses from Eleanor Roosevelt, Jeannette Rankin, and others regarding his peace referendum proposal; and correspondence with Cordell Hull, Harold Ickes, Robert M. La Follette, Jr., and others to secure an appointment to the Tariff Commission in 1934. There are also letters of note from John Collier and Edward Keating. Personal correspondence concerns land investments in eastern Montana and the distribution of his autobiography which was published by a vanity press. Best documenting his national political career are weekly letters distributed to district newspapers and campaign literature. These letters also describe his international travel. Frear's early political career is covered only by clippings, 1903-1904, which treat his years in the Assembly. Frear's autobiography, Forty Years of Progressive Public Service, is in the Historical Society's Library.

Records of a CIO auxiliary formed in 1936 to marshal labor support for political candidates favorable to labor on all levels of government, and to form public opinion on issues such as labor legislation and public housing. The collection includes correspondence, memoranda, resolutions, telegrams, and speeches. Correspondence is between league officers and union officials, attorneys, scholars, and office holders on topics of concern to labor, particularly proposed labor legislation. The correspondence and memoranda of Russell Nixon, the Washington representative of the league, to Secretary John T. Jones illustrate the organization's lobbying methods. Other correspondents include George L. Berry, John L. Lewis, and Robert M. La Follette, Jr.

Personal material included with the official papers consists of pre-gubernatorial family correspondence; microfilmed newspaper columns written by Goodland for the Racine Times-Call (1922-1932) some of which concern his years in the Wisconsin Legislature; correspondence, speeches, and press releases as lieutenant governor (1939-1943); personal and family correspondence dating from his years as governor including extensive exchanges with William J. Campbell, Martin J. Gillen, George M. Sheldon, and the Goodland family; an unpublished biography (ca. 1974) by Goodland's granddaughter, Dorothy Hackler; and an unpublished Goodland family genealogy. Consists of the minutes of the Rochester Joint Board from 1919 through 1932. The meetings are divided, for the most part, into the following sections: communications, bills, expenditures, financial statements, Board of Directors' reports, reports from affiliated locals, the manager's reports, education committee reports, grievance committee reports, and outside committee reports. Beyond the usual issues of collective bargaining, wages, grievances, strikes, organizing campaigns, local union administration and economic conditions in the clothing industry which are addressed throughout these minutes, much space is given to the Joint Board's response to contemporary social and political issues. National and local union issues discussed that are of special interest include the needs of women workers in the garment industry (1919, 1925) and the election of a female business agent (1919, 1927), claims of discrimination in job placement by the union (1925), attempts by Italian union members to form a cooperative (1926), the "pernicious" effect of communist attacks on union leadership, the roots of factionalism in the Rochester Joint Board (1926-1929), and the issue of racketeering in the union (1932). Rochester strikes discussed include the Off Pressers Strike and the Shop 5 Stein Block Sitdown Strike (1927) among others. Important strikes around the nation were often alluded to in the minutes, with the Joint Board offering moral support and occasional financial contributions to the relevant strike funds. Of special interest were the Buffalo Clothing Workers' Strike (1919), the United Shoe Workers' Strike (1922), the Paterson, N.J. Silk Workers' Strike (1924), the Syracuse, N.Y. Bakery Strike (1925) and several strikes in 1926, including those of the United Mine Workers and the United Shoe Workers as well as the Passaic, N.J. General Strike. Social and political issues of concern to the Joint Board as reflected in the minutes include relations with the Socialist Party, the imprisonment of Tom Mooney, the movement to create a Farmer-Labor Party, the plight of immigrants, economic downturns and the execution of Sacco and Vanzetti. The Board supported Jewish charities, aid to Russia and various anti-fascist Italian movements. It also endorsed the La Follette-Wheeler ticket in the 1924 presidential campaign. The Joint Board opposed "class-collaborationism" as expressed in the B & O Plan, attacked "reactionary" labor leaders of the "Gompers and Lewis type," and called for the abolition of militarism. The minutes also record speeches by Jean Longuet, Elizabeth Gurley Flynn, and Roger Baldwin.

The papers consist of correspondence, legal papers, notes, and other materials documenting Weinberger's career as a lawyer who specialized in civil liberties cases and, later in his career, copyright law. The one hundred and sixteen (116) case files include legal briefs, writs, and memoranda prepared by Weinberger and his staff, and similar material prepared by opposing attorneys. Correspondence files include letters with clients and individuals interested in a specific case. Weinberger's clients included: Alexander Berkman, Grover Cleveland Bergdoll, Emma Goldman, and Eugene O'Neill. The papers also include a small number of Weinberg's short stories and plays and correspondence with his nephew, Warren Weinberger. The Harry Weinberger Papers cover Weinberger's professional career from around 1915 until the early 1940s. In that time, Weinberger handled many types of cases, but he took a special interest in people whom he believed had been deprived of their civil liberties. As a result, Weinberger defended many aliens, immigrants, anarchists, and radicals. Two of Weinberger's most celebrated clients were the anarchists Emma Goldman and Alexander Berkman. Another client of Weinberger was the wealthy draft dodger, Grover Cleveland Bergdoll. Most of Weinberger's clients were, however, neither famous nor wealthy. Many were referred to Weinberger by service agencies like the American Civil Liberties Union, the League for Amnesty of Political Prisoners, and the Worker's Defense Fund. In the later part of his career, Weinberger became an expert in copyright law, representing many writers, including Eugene O'Neill, in copyright and plagiarism suits. Weinberger corresponded with many prominent figures in connection with his legal work. His correspondents include Roger N. Baldwin, William A. Black, Alice Stone Blackwell, Harry M. Daugherty, Albert DeSilver, Elizabeth G. Flynn, Agnes Inglis, Daniel Kiefer, Robert M. LaFollette, Alvaro Obregon, Elmer Rice, Upton Sinclair, Lincoln Steffans, Norman Thomas, Frank P. Walsh, Thomas E. Watson and Stephen S. Wise. The papers provide information on United States policies toward aliens, anarchists, and radicals in America during and after the first World War. The papers also contain material on United States immigration and deportation policies and important materials on Emma Goldman, Alexander Berkman, Ricardo Flores Magon, and Tom Mooney. There is, however, very little personal material on Weinberger in the papers. Biographical information can be found in Weinberger's "A Rebel's Interrupted Autobiography" published in the American Journal of Economics and Sociology in 1 October 1942

Included are biographical materials; correspondence with many labor and political leaders and economists; notes, drafts, and galleys of articles, pamphlets, and books; research files; and a teaching file mainly concerning Brookwood Labor College, 1922-1933. Also included is a taped interview (with transcription) concerning Saposs' association with Edwin E. Witte, Richard T. Ely, and John R. Commons, and his work with the National Labor Relations Board.

The files contain research notes, memoranda, minutes of meetings, and related correspondence. The section on his writings, which are preserved in both typescript draft and printed form, includes books, articles, speeches, pamphlets, book reviews, and a draft for an unpublished book on enemy property. Only a small part of the papers relate to Borchard's work as a professor of law at Yale University and there is no family correspondence.
