Carr was born in Hamburg, New York. He graduated from the United States Military Academy at West Point, New York, in 1850, 19th in a class of 44 cadets. He was appointed a brevet second lieutenant in the Regiment of Mounted Riflemen, and served in the Indian Wars until 1861, seeing his first bit of combat on October 3, 1854 against Apaches near the Sierra Diablo Mountains. By 1861 he had been promoted to captain (June 11, 1858) in the old 1st U.S. Cavalry (later designated the 4th U.S.) and command of Fort Washita in the Indian Territory.
During the Civil War, Carr's first combat was at the Battle of Wilson's Creek on August 10, 1861. He was appointed colonel of the 3rd Illinois Cavalry six days later and received a brevet promotion to lieutenant colonel in the regular army.
At the Battle of Pea Ridge in Arkansas, on March 7, 1862, Carr led the 4th Division of the Army of the Southwest in the fighting around Elkhorn Tavern. He was wounded in the neck, arm and ankle and was later awarded a Medal of Honor for his actions. According to the official citation, Carr had "directed the deployment of his command and held his ground, under a brisk fire of shot and shell in which he was several times wounded." On April 30, 1862, President Abraham Lincoln appointed Carr brigadier general of volunteers, to rank from March 7, 1862. The President had submitted the nomination to the U.S. Senate on April 11, 1862 and the Senate had confirmed the appointment on April 28, 1862 Carr briefly commanded the Army of the Southwest from October 7 to November 12, 1863. He commanded the 2nd Division of the Army of Southeast Missouri before he and his division were transferred to the Army of the Tennessee as the 14th Division in the XIII Corps.
During the Vicksburg Campaign Carr led the attack on Confederate forces at the Battle of Port Gibson. He fought in subsequent battles at Champion's Hill and Vicksburg. After the fall of Vicksburg, Carr was transferred back to Arkansas where he was placed in command of a division in the Army of Arkansas. Eventually Carr commanded the Cavalry Division in the VII Corps during Frederick Steele's Camden Expedition. For the rest of 1864 he commanded the District of Little Rock. His final assignment of the war was to command of the 3rd Division of the XVI Corps in preparation for the Union campaign against Mobile, Alabama, where he subsequently fought in the battle of Fort Blakely. On March 11, 1865, President Lincoln nominated and the U.S. Senate confirmed Carr for appointment to the brevet grade of major general of volunteers to rank from March 11, 1865. Carr was mustered out of the volunteers on January 15, 1866. On July 17, 1866, President Andrew Johnson nominated Carr for appointment to the brevet grade of major general, USA (regular army), to rank from March 13, 1865, and the U.S. Senate confirmed the appointment on July 23, 1866.
Subsequently, Carr stayed in the Regular Army and conducted successful operations on the frontier against the Indians, winning a significant battle at Summit Springs. He became Colonel of the 6th Cavalry Regiment in 1879; and Brigadier General in 1892. He was in command at the incident at Cibecue Creek with the Apache in 1881. He was the last commander of the District of New Mexico from November 26, 1888 to Sept. 1, 1890.
Carr finally retired in 1893. His military nickname was "The Black-Bearded Cossack". Carr died in Washington, D.C. in 1910 and is buried in the West Point Cemetery, New York.

Indian War journal kept by James Worden Pope, who with a wagon train of supplies accompanied Major Eugene A. Carr's 5th Cavalry expedition to locate and bring provisions to Captain William H. Penrose's cavalry. The 5th Cavalry departed from Fort Lyon, Colorado, in November 1868 and spent the next month in Indian Territory in search of Penrose. Pope's journal provides a detailed account of the 5th Cavalry's movements and their initially futile attempts to locate Penrose. He recounts the many difficulties of the expedition, from cold weather and inadequate provisions to drunkenness among some of its men. Pope also writes of encountering dead horses that had belonged to Penrose's cavalry and of the starving conditions of Penrose's men (when the 5th Cavalry finally caught up to Penrose on December 19, Pope writes that their men had just received their last rations, although they did have a supply of buffalo meat). He writes of encounters with Mexican buffalo hunters and Buffalo Soldiers, although not Indians (Pope's party discovered only "deserted Indian wigwams"). He also gives detailed descriptions of terrain, mainly around Purgatory River, Cimarron River, and Two Buttes Creek, as well as writing of the large numbers of buffalo and of buffalo hunts. The last entries of the journal, made in January 1869, recount camp life after the 5th Cavalry had joined Penrose's party, including the story of a man killed by Indians. Most of Pope's entries recount facts and do not have much personal reflection, although in an entry from New Year's Eve 1868 he writes of staying up until midnight, when the old year "gave up the ghost; burying with him many pleasant associations and hopes and fear. How little did I expect at this time last year to be out in this desolate region with only a tent for shelter...an episode in the life of [a] soldier." Some mentions are made of Carr, Penrose, Wild Bill Hickok, and General Philip Sheridan. The last page has a light sketch of unidentified terrain and what appears to be a list of Pope's provisions.

Two volumes containing orders and letters of commanding officers of Fort Washita, Indian Territory, from December 1859 to May 1861. Volume entitled Post Letters contains copies of letters in various hands of Captains Thomas J. Wood, Eugene A. Carr, and W. E. Prince to officers including General T. S. Jessup and Colonel S. Cooper in Washington, D. C.; Major D. H. Vinton in San Antonio, Texas; and George G. Waggaman and others in St. Louis, Missouri. The letters document routine administrative matters; issues relating to the Chickasaw and Choctaw nations; interaction with Forts Arbuckle, Smith and Leavenworth; the need for supplies, uniforms, and additional recruits; orders regarding scouting parties; concern about increasing desertions; and potential for attack on the Fort by Indian and non-Indian secessionist sympathizers. The Post Orders volume contains copies of orders by Captains Wood, Carr, and Prince, signed by Adjutants Alfred Iverson, Edward Ingraham, and J. R. Church. The orders relate to conduct of military personnel, court martials, survey boards, manuevers, and the abandonment of the post in 1861. The volume also contains copies of records of Major W. E. Prince of the U. S. Army Recruiting Office in New York City from May 19, 1866 to December 31, 1967. These records include letters concerning enlistment, recruitment, and desertion, and ledger pages containing recruiting office expenditures.

Hazel, who was MacGowan's sister. Letters from George P. MacGowan to George G. Heye, letter to George MacGowan from Paul D. Moody, President of Middlebury College, VT. Report of Operations by E. A. Carr at Fort Apache mentioning MacGowan's gallant acts. Telegram from E. A. Carr at Fort Apache to General Wilcox mentioning MacGowan's service. Most of the letters are postmarked from within the Arizona Territory or what is now Arizona. Many are from Fort Apache; some come from New Mexico, Idaho, and Wyoming, including San Pedro Crossing, Fort Barrett, Mimbres River, Turkey Creek Hill, La Mesilla, Goose Creek, and Cienega de Suez. Letters relate to the Indian Wars, describe the conditions of traveling to find Indians. Descriptions of the land and the wildlife include an account of finding an unknown species of diving bird. Later letters to George include college and life advice for him while he is a student at Middlebury College. Newspaper clipping of a news article about Camp Thomas and the Arizona Apache that mentions Captain MacGowan. The letters give detail on the fights between the troops and the Indians. Two volumes containing orders and letters of commanding officers of Fort Washita, Indian Territory, from December 1859 to May 1861. Volume entitled Post Letters contains copies of letters in various hands of Captains Thomas J. Wood, Eugene A. Carr, and W. E. Prince to officers including General T. S. Jessup and Colonel S. Cooper in Washington, D. C.; Major D. H. Vinton in San Antonio, Texas; and George G. Waggaman and others in St. Louis, Missouri. The letters document routine administrative matters; issues relating to the Chickasaw and Choctaw nations; interaction with Forts Arbuckle, Smith and Leavenworth; the need for supplies, uniforms, and additional recruits; orders regarding scouting parties; concern about increasing desertions; and potential for attack on the Fort by Indian and non-Indian secessionist sympathizers. The Post Orders volume contains copies of orders by Captains Wood, Carr, and Prince, signed by Adjutants Alfred Iverson, Edward Ingraham, and J. R. Church. The orders relate to conduct of military personnel, court martials, survey boards, manuevers, and the abandonment of the post in 1861. The volume also contains copies of records of Major W. E. Prince of the U. S. Army Recruiting Office in New York City from May 19, 1866 to December 31, 1967. These records include letters concerning enlistment, recruitment, and desertion, and ledger pages containing recruiting office expenditures.

Carr, and Travelling Bear, A Pawnee scout. Also includes handwritten copies (carbon copies) of portions of North's diary, 1869, and an 1870 joint resolution of the Nebraska State Legislature honoring North and Carr. Also includes a photograph of Major North as well as a September 9, 1928 newsclipping from the Omaha World-Herald discussing the placing of an historic marker on the mission site of the First Presbyterian mission in Nebraska.

ALS responding to Joseph Witherspoon Cook's interest in a Dakota Indian boy taken prisoner by the United States Army at the Battle of Summit Springs. Buffalo Bill discusses actions of United States soldiers and himself in the battle, capture of the boy by Pawnee scouts employed by General Eugene A. Carr, and removal of the boy and other Indian prisoners to Fort Sedgwick, Colorado. He also briefly discusses white captives held by Cheyenne Indians. The letter is written on pictorial letterhead of Buffalo Bill's Wild West Company.
