General Claims Commission (Mexico and United States) collection, 1917-1926.
The collection is comprised of 46 decisions rendered in 1926 by the General Claims Commission, one legal brief, and one report. The latter two items constitute the series, Assorted Materials. The majority of the decisions arose from claims for cases of wrongful killing, denial of justice, unlawful arrest and detention, breach of contract, and disputes over taxes. The legal brief was presented to the Commission, probably in October 1926, by the Agent of the United States, Clement L. Bouvé, and attorney Stanley H. Udy. Its subject was Mexico's liability for damages caused to U.S. citizens by criminal acts of Mexican citizens whom the Mexican government had failed to prosecute. Also present in the collection is an English translation of the December 1, 1916, report in which Venustiano Carranza, President of Mexico and Primer Jefe del Ejército Constitucionalista, presented his draft constitution to the Congreso Constituyente, which Carranza had convened to reform the Constitution of 1857. Appended to the report is a reply from the president of the congress, Luis Manuel Rojas, accepting Carranza's report and promising its approval.

The bulk of the material consists of copies of newspaper clippings about key figures of the Mexican Revolution, compiled by Dr. Vazquez-Gomez and used in the course of writing his book “Memorias Politicas, 1909-1913”. Biographical material and correspondence of Dr. Francisco Vazquez-Gomez, and his son, Ignacio Vazquez Gomez is included. His son, Dr. Ignacio Vazquez-Gomez continued to add to the research materials through the 1970s. Bulk of the material is in Spanish.

A protagonist of the 1910 Mexican revolution, General Maytorena (1867-1948) was governor of Sonora, a province of northern Mexico, and an ardent supporter of the short-lived presidency of Francisco Madero. Caught in the internecine conflict between the revolutionaries following Madero's overthrow and assassination, he fled to exile in Los Angeles. He provided an account of his role in Sonora and the revolution in Mi Gobieno en Sonora, one of the manuscripts found in his papers along with correspondence, photographs, newspaper clippings and documents - a collection of at least 2,272 pieces contained in over 4000 pages covering the years 1908 to 1946. The collection contains significant items from Maytorena's correspondence with Venustiano Carranza, a conservative landowner and politician who nonetheless worked to coordinate the various revolutionary forces; Francisco Madero, the overthrown president; Alvaro Obregon, a notable revolutionary field commander in Sonora; Victoriano Huerta, a professional soldier loyal to former president Diaz, who engineered the coup against Madero; the Chihuahauan guerilla leader Francisco "Pancho" Villa, and other revolution participants.

Broadsides and printed circulars aquired by Genaro García from the 18th-20th centuries. The materials are arranged by size in six groups, starting with the smallest items. Within each size classification, items are arranged chronologically. Materials relate primarily to the history and politics in Mexico, particularly the Mexican War of Independence (1810-1821) and the Mexican Revolution (1910-1920). The collection contains reprints of documents by and about key political figures in the 19th and early 20th centuries. In addition, the collection contains several circulars related to religious affairs in the late 18th century, most notably in connection to Miguel Hidalgo y Costilla. The materials are almost exclusively in Spanish, although items in Latin, French, and English are included.

Original drawings for editorial cartoons, likely produced for the Oakland Tribune, commenting on the Mexican Revolution. One drawing refers to the Mexican constitutional congress of 1917, in particular the new constitution's Article 33, allowing for the expulsion of unwanted aliens. The drawing depicts a man in a sombrero and sarape reading the Article to an anxious President Venustiano Carranza, while a smug Francisco "Pancho" Villa listens aside. The other drawing depicts an Uncle Sam figure at the United States-Mexico border reacting approvingly to the ascension to power of Alvaro Obregón and Plutarco Elías Calles, represented by a joyous mob shouting the names of the Revolutionary leaders.

The bulk of the collection is about the Mexican Revolution during the years 1909-1920 compiled by Dr. Francisco Vazquez-Gomez and used to write his book "Memorias Politicas, 1909-1913" which was published in 1933. Many clippings are copies of correspondence in the form of telegrams, some in code, between revolutionaries and key political figures at the time such as Francisco Madero and Venustiano Carranza. There are also articles by and about prominent advocates for social, educational, and agrarian reform such as Jose Vanconcelos, Jose Limantour and Emiliano Zapata. Correspondence, writings, memorabilia, scrapbooks and printed matter chiefly concentrated in the years 1910-1923. The correspondence includes photocopies of thirteen letters from Woodrow Wilson to Hale (1911-1915) discussing various aspects of United States foreign policy. Between 1913 and 1914, Hale travelled in Central America as Woodrow Wilson's special emissary to Mexico and then to Nicaragua. His letters to his wife during this period describe the political upheavals in those countries and his opposition to United States recognition of the Huerta government in Mexico. Also of note are three letters from Sigmund Freud in which Freud discusses the proper use of psychoanalysis in connection with Hale's just published study of Woodrow Wilson. Other important correspondents include William Jennings Bryan, John Burroughs, Thomas Hardy, Oliver Wendell Holmes, William Dean Howells, H. L. Mencken, Theodore Roosevelt and George Bernard Shaw. There is only a small sampling of his writing and one sermon. The largest part of the collection is made up of scrapbooks and printed matter (1914-1923), reflecting Hale's position during World War I as a secret agent of the Germans. Included are pro-German periodicals and pamphlets published before the United States entry into the war and post war pamphlets on the question of German war guilt and the Versailles Treaty.
