Porter was an Indiana lawyer and politician. He served in the U.S. Congress; as first Comptroller of the Treasury; as governor of Indiana, 1881-1885; and as President Benjamin Harrison's minister to Italy. From 1891 to 1897 he was principally engaged in gathering material for a history of Indiana.
