Disposition Authorities for Individual Classification for Field Office Case Files. Part D: Classification 5. Income Tax.

This classification was opened formally in 1924 although some investigations occurred earlier. The class was used for violations of Federal income tax laws reported to the Bureau. The Bureau conducted very few investigations in this class since the Internal Revenue Service has primary jurisdiction in this area. Thus income tax violations are only a minor activity of the Bureau.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
