Disposition Authorities for Individual Classifications for Headquarters Case Files. Part B: Classification 184. Police Killings.

The FBI established this classification June 6, 1971, to document its role in collecting information on police killings and assisting in the investigation of such killings upon request of state and local authorities. The classification developed from a Presidential directive of November 1, 1970, ordering the FBI to render such assistance upon request. FBI procedures require the field to notify Headquarters of all police killings, regardless of whether FBI assistance is requested, and such data on police killings is used in "Police Killings," a publication of the agency's Uniform Crime Reporting program. The Field Office reports cover accidents as well as felonious deaths.

The FBI established this classification when it assumed responsibility for ascertaining the protection capabilities and weaknesses of defense plants. Each plant survey was a separate case file, with the survey, supplemental surveys, and all communications dealing with a plant insofar as plant protection was concerned, filed together.
