The bulk of the collection consists of personal and official correspondence, both letters sent and received focusing on his year at the Naval War College, including information on speaking engagements, references, critiques of papers, articles, his publications and those of others, reports, meetings, business trips, and other professional matters. The personal file contains a curriculum vita and performance review. Miscellaneous papers contain a paper on the study and teaching of international law at the Naval War College, an electives course on foreign relations and national security law, an international law symposium, a symposium on Desert Shield, a theory of just war, uniform interpretation of rules of international law governing baselines and the Persian Gulf Conflict, bibliographies, and a book review of The Law of Naval Operations, Volume 64 of International Law Studies, 1991, by George Walker.

Horace B. Robertson, Professor of Law, was born in 1923 and graduated from the U.S. Naval Academy in 1945, received a J.D. from Georgetown University and an M.S. from George Washington University, and served in the Navy for 31 years, retiring as a rear admiral.
