Scrapbook predominantly includes articles from the "Dogwatch" by Frank Kester, printed in the Oakland Tribune, Oakland, California. The column title is derived from the maritime term, "off watch" or off duty. Articles from several other newspapers, The New York Times, The San Francisco News, The New York Herald Tribune, etc. are also included in this scrapbook. Topics covered include lives of sailors off duty, New England clipper ships, sailing men of Marblehead, Massachusetts, and the Brown University model ship collection. One article from The New York Times covers the entry of the first Soviet ship, the Freighter Kim, into New York Harbor (arrived in 1934) since 1917.

In 1917 the university established the Brown War Records Bureau, whose intention was to "collect and preserve a record of all Brown men who are serving in the present war". Brown faculty, students and alumni who were in the military were asked to fill out a small card called "Are you in the war?" and to send original letters, clippings or photographs which "have any bearing on the service of Brown men in the war."
