John Galen Carter, the son of Senator Thomas Henry Carter and Ellen L. Galen Carter, was born in Washington. He was educated in Helena and Georgetown Prep School. He received his BA from Georgetown University in 1914 and his MA in 1915. He graduated from Georgetown Law School in 1918. The same year he enlisted in the Army and served until after the Armistice. Thomas Henry Carter was born in Ohio in 1854, the son of Edward C. and Margaret Carter. After his admission to the bar, Carter established a practice in Burlington, Iowa. In 1882, he moved to Helena, Montana Territory, and after a brief private practice, he associated with John B. Clayberg in the firm of Carter and Clayberg.
