Proclamation declaring all ports in the Netherlands free ports, 1586 October 6.

Manuscript, on paper, signed, of a proclamation by the Earl of Leicester, Governor-General of the Netherlands, declaring all Dutch ports to be free ports for all non-contraband traffic. The proclamation revokes the "Sea-Placard," issued in April 1586 on Queen Elizabeth's instructions, that restricted foreign trade and imposed severe export curbs. Signed "Leicester" and countersigned "de Burchgrave" (Daniel de Borchgrave, secretary to the Council of State of the United Provinces).
