The People's Government was a local government council organized in 1859 due to the inability of the Provisional Government of Jefferson Territory to enforce its laws. It elected judges, sheriffs, the recorder, held elections, assessed property, established a fire department, and maintained law and order until the establishment of the Colorado Territory in 1861. Colorado pioneer and lawyer. "He was born near Chillicothe, O., and was educated at Oberlin college. He came to St. Joseph, Mo., in 1852 and was admitted to the bar at Plattsburg, Neb., in 1858. He served as judge of the appellate court under what was known as the "people's government" in Denver and was a member of the Colorado territorial legislature in 1862 and 1868.
