Paul E. Purser was born in Southeast Louisiana. He graduated from Louisiana State University in 1939 with a BA in Aerospace Engineering. In his early career, he held engineering positions at Glen L. Martin Company in Baltimore, and at Langley Field, where he researched wind tunnels and worked in the Pilotless Aircraft Research Division (PARD).
