Papers of Shackelford, a member of the Virginia State Board of Education Library Committee [manuscript] 1939-1941.

The papers primarily pertain to the committee's controversies with the State Library Board over the development of service to rural Virginians and efforts at cooperation in order to retain WPA funds. In addition to correspondence there are memoranda, an agreement between the two boards on the WPA project, a 1939 radio program transcript on library service in rural Virginia, a history of the WPA state-wide library project and reprints of several articles on rural Virginia libraries. Correspondents include Randolph Warner Church, Sidney Bartlett Hall, Robert Baylor Tunstall, C.W. Dickinson, Abram Penn Staples, and Harry Clemons.
