The papers contain correspondence regarding the financing of the Virginia Central and C. & O. Railroad, particularly county subscriptions; the legal issues raised by the development of the Virginia Central into the C. & O.; and the running of his farm Colly Swamp. Letters from Robert E. (Robert Edward) Lee approve of the subscription project and ask whether the lines have gotten to Covington. There are also bills and accounts mainly regarding Colly Swamp, legal opinions regarding stock issuances, a rebuttal to a charge of sending a smallpox infected servant about the countryside, and a memorial to Edmund Fontaine, Jr. Other correspondents include Thomas Johnson Michie and John Brown Baldwin.

Robert Edward Lee (1807-1870) served as General of the Confederate Army in the U.S. Civil War and was president of Washington College in Lexington, Virginia from 1865 to 1870. Lee spent the first twenty-three years of his military career in the U.S. Army Corps of Engineers.
