Collection of letters received by the Commanding Officer of the Philadelphia Navy Yard, sent by the U.S. Navy Department, Board of Navy Commissioners, including 59 signed by John Rodgers, 58 by Isaac Chauncey, 1 by A.P. Upshur and 61 by Lewis Warrington. The letters concern the refitting, outfitting and building of ships at the yard, and while many refer to enclosures no longer with the letter, some include specifications and prices for timber, masts, sails, ordnance, etc. Some ships mentioned are the Pennsylvania, the Warren, the Raritan and the Enterprise.

James Barron was commissioned lieutenant 9 March 1798 in United States Navy and promoted to captain in 1799. He served in the Mediterranean fleet during the war with Tripoli. A commodore by 1807, he was in command of the ship Chesapeake which surrendered to the Leopard. Barron was court-martialed and suspended from service for five years.
