Papers of William F. Rhea, 1898-1902.

The collection consists chiefly of papers pertaining to the dispute between Rhea and James A. Walker in the 9th District Congressional election, 1898, in which Rhea defeated Walker in a contested election marked by recounts, fraud and the disallowing of African-American Republican votes for Walker. Lists of voting registrars in the 9th District and voting rolls for Pulaski and Russell Counties, Va., are included. Topics in constituent correspondence include the Loud Bill on second-class mailing fees; patronage requests for census and school positions; and the free distribution of blackleg vaccine. The collection also contains Washington County receipts for Claude Swanson, 1901; and a report on "Meaurements of Flow on the Holston River, Tennessee, June 10, 1902."
