The Florida State Turnpike Authority was created in 1953 (Ch. 28128, Laws) to construct, operate, and maintain the Sunshine State Parkway between Dade and Duval counties. The Authority consisted of five members, one of whom was a member of the State Road Dept. The 1953 Legislature limited construction of the turnpike to 110 miles north from a point in Dade County. Cecil Farris Bryant was born on July 26, 1914, in Marion County, Florida. He was educated in business and law at the University of Florida and Harvard University. He served in the Navy from 1942-1945. He served in the Florida House of Representatives, and was elected governor in 1960.
