The Committee for Industrial Organization was formed by the presidents of eight international unions in 1935. The presidents of these unions were dissatisfied with the American Federation of Labor's unwillingness to commit itself to a program of organizing industrial unions. Springfield, Illinois labor union formed December 1957 by the merger of the Springfield Federation of Labor (AFL) and the Springfield Industrial Council (CIO). The first president was Francis Durkin, formerly president of the local AFL union. Frank England, former president of the local CIO union, was the first vice president.
