Papers, 1908-1952.

The papers consist chiefly of correspondence, research notes, and other administrative materials relating to Van Laer's duties as librarian and archivist with the New York State Library and the Division of History and Archives. Specifically, much of these materials concerns his published translations of documents related to the Dutch colonial period in New York State. Also includes materials related to the salvage and restoration of manuscripts and archival records held by the New York State Library that were damaged by fire in 1911; transcriptions and translations of Van Rensselaer-Bowier manuscripts; typescripts and research notes for articles Van Laer contributed to the Dutch Settlers Society of Albany Yearbook and other journals; photocopies of correspondence, 1944-1952, with Charlotte Wilcoxen (then Mrs. Abbett Pulliam) regarding an array of topics relative to the Dutch cultural heritage in New York State.

Rice was born in Albany, N.Y. and attended the Albany Academy. He married Harriet Langdon Pruyn, daughter of John VanSchaick Lansing Pruyn in 1892. Rice was Assistant Paymaster General of the New York State National Guard and secretary to Governor Cleveland. In 1895 he became U.S. Civil Service Commissioner. In 1969 a survey was conducted by State Library staff of records held at the Elm Street Garage in Albany, also known as "the cage" for the Library for the Blind. Staff recommended the records (300 boxes comprising records of the Department of Public Instruction, ca. 1953, and some plates of Museum publications) be transferred as archival to the State Library and moved to the library warehouse, or elsewhere.
