The records contain correspondence to and from Pastor Mayer regarding the subject of his termination as Secretary for South Asia and Oceania, Board for Missions of the LCMS, as well as the mission crisis in general. There are originals and photocopies of letters of support from colleagues, congregations, and friends. There are photocopies of letters from the Board for Missions to other departments within the LCMS regarding Pastor Mayer's employment situation. Originals and duplicates of some correspondence exist, but they are in separate folders. In addition to the correspondence, there are many documents pertaining to the LCMS missions controversy interspersed throughout the series. Various booklets, publications, and topical papers pertaining to issues of race and racism are found in this series. Pastor Mayer collected an assortment of reports and working papers dealing with varied subjects in addition to racism, including the future of mission work, minorities' participation in the church, the moderate confessional movement's place within the LCMS, mission consultation proceedings, and calls to Lutheran unity. There is a minor amount of PIM material, mostly as it pertains to its beginnings and Pastor Mayer's employment with PIM. The original order of folders was retained.

Prior to his service with PIM, he was the Secretary for South Asia and Oceania, Board for Missions of the Lutheran Church-Missouri Synod (LCMS) until his termination in 1974.
