Edward Telfair (1735 – September 17, 1807) was a Scottish-born American Founding Father and politician who served as the Governor of the state of Georgia between 1786 and 1787, and again from 1790 through 1793. Basil Cowper (d. 1802), a native of Scotland, moved to Georgia around 1760. In 1766, he started the Savannah firm of Cowper and Telfairs with brothers Edward and William Telfair. Cowper represented the District of Action in 1775 as a delegate in the Provincial Congress.
