Official copy of a letter to Col. Stevenson reports authorization from the President to organize and send a regiment of volunteers around Cape Horn to the Pacific to prevent hostilities in some province of Mexico, probably Upper California. Marcy instructs Stevenson to select suitable volunteers and specifies that they remain in Oregon or any territory in the region when discharged after the war. Marcy's additional instructions concerning the confidential nature of the mission imply the intent of the U.S. to permanently occupy California.
